About the position

The Enterprise Project Manager (Healthcare IT) will oversee the development, procurement, and implementation of a new electronic infectious disease surveillance system for the South Carolina Department of Health. This role is critical for monitoring, managing, and reporting infectious diseases, ensuring that the new system aligns with CDC's National Electronic Disease Surveillance System (NEDSS) specifications and meets public health objectives. The position involves coordinating with multiple health program areas and assisting with enhancements to the current SCION system until the new system is fully operational.

Responsibilities

  • Define and manage project scope, including creating and updating project documentation (WBS, scope statements).
  • Develop, maintain, and monitor detailed project plans, including progress tracking, risk assessment, and reporting on milestones.
  • Review scope change requests, assess their impact, and seek approval from project sponsors, communicating changes to all project participants.
  • Regularly update team members and management on project progress, risks, and expectations, developing contingency plans when project goals are at risk.
  • Ensure project documentation adheres to PMO standards and follow IT development lifecycle protocols (SDLC, Agile/Scrum).
  • Work with CDES, Tuberculosis, STD/HIV, and Lead Program Areas, PMO, QI/QA, and OIT teams to identify priorities and align with business requirements.
  • Provide updates, assist with policy development, and ensure adherence to information security standards, including NIST 800-53, FISMA, and SC InfoSec policies.
  • Lead project planning and management activities, ensuring smooth transitions to new systems.
  • Provide one-on-one and group support to DPH staff, ensuring seamless integration of project goals with agency priorities.
  • Prepare and present project documentation, communicate project metrics, and facilitate ongoing team collaboration.
  • Manage system upgrades to maintain compatibility with current security standards and integrate with agency goals.
  • Oversee system testing, problem resolution, and monitor compliance with IT standards and data security.

Requirements

  • PMP Certification (PMI)
  • Microsoft Project Certification or equivalent training
  • 5-7 years of experience managing large, enterprise IT projects, preferably within healthcare or data-centric environments
  • Proficiency in SDLC, Agile/Scrum methodologies, and project documentation
  • Strong expertise with Microsoft O365 suite, including JIRA
  • Excellent written and verbal communication skills
  • Ability to adapt to changing priorities and lead within a cross-functional team

Nice-to-haves

  • Experience with ELC-funded projects
  • Ability to integrate technical systems with agency goals
  • Strong understanding of information security best practices
