About the position

The Enterprise Risk Management Analyst II position at the Federal Home Loan Bank of Atlanta is a full-time role that plays a crucial part in the planning, development, implementation, and ongoing execution of the Bank's enterprise risk management function. This includes conducting risk analysis, managing risk assessment processes, and developing and implementing risk measurement and monitoring tools. The analyst will be responsible for the ongoing monitoring of key risk metrics and measures, maintaining inventories, and fulfilling reporting obligations. The role also involves assisting with the governance and oversight of enterprise-wide programs managed by the Enterprise Risk Management area. In this position, the analyst will facilitate efforts to develop work plans and approaches that identify, measure, and assess bank-wide risk exposure and related mitigating controls. This encompasses managing various types of risks, including credit, market, operational, business, and liquidity risk. The analyst will ensure that internal controls are complete, accurate, and timely, summarizing results and making recommendations based on the analysis performed. A significant aspect of the role includes maintaining the Bank's Sarbanes-Oxley 404 compliance program, which involves facilitating updates to documentation, scoping significant processes, compiling and tracking test exceptions, and gathering information for external auditors during the annual attestation. The analyst will develop a comprehensive understanding of risk and its potential effects on the Bank, maintain a working knowledge of the Bank's policies, and understand the organizational structure. They will also stay informed about issues and concerns from outside regulatory bodies and other external factors that could increase risks. Participation in enhancing the Bank's risk assessment framework is essential, providing both qualitative and quantitative insights as needed. The analyst will assist in quarterly and annual risk assessments to evaluate the Bank's ability to meet its strategic goals within established risk, regulatory, and internal policy parameters, with a primary focus on various risk types. Additionally, the analyst will assist with the governance and oversight of department policies and procedures, including the annual review and re-approval of the Bank's Risk Management Policy by the board of directors. The role may also involve performing other risk initiatives, special projects, and related duties as assigned by the Director of Enterprise Risk Management.

Responsibilities

  • Assist in the planning, development, and implementation of enterprise risk management programs.
  • Conduct risk analysis and manage risk assessment processes.
  • Develop and implement risk measurement and monitoring tools.
  • Monitor key risk metrics and measures, inventories, and reporting obligations.

  • Compile and track Sarbanes-Oxley 404 test exceptions and control deficiency analysis.
  • Gather information requested from external auditors for annual attestation.
  • Develop an understanding of risk and its potential effects on the Bank.
  • Maintain awareness of regulatory issues and external factors affecting risk.
  • Participate in enhancing the Bank's risk assessment framework.
  • Assist in quarterly and annual bank-wide risk assessments.
  • Identify, assess, and report on current and emerging enterprise risks.
  • Assist with governance and oversight of department policies and procedures.
  • Perform other risk initiatives and special projects as assigned.

Requirements

  • Bachelor's degree in risk management, accounting, or finance, or a master's degree in a relevant field with less than five years of experience.
  • Five years of risk or audit experience, or a master's degree in a relevant field if less than five years of experience.
  • Advanced skills in Microsoft Excel.
  • Basic understanding of VBA, SQL, or other quantitative or data analysis software.
  • Strong analytical, interpersonal, persuasion, and communication skills.
  • Critical thinking and ability to complete projects with minimal supervision.
  • Working knowledge of generally accepted accounting principles is preferred.
  • Demonstrated knowledge of Sarbanes-Oxley 302 and 404 requirements and related control frameworks.

Nice-to-haves

  • Working knowledge of risk management concepts and practices.
  • Experience with risk assessments and regulatory compliance in banking.
