About the position

Significance, Inc. is seeking an experienced Enterprise Risk Management Consultant to join our USTRANSCOM (United States Transportation Command) program at Scott AFB in O'Fallon, IL. In this role, the Consultant will provide essential support and guidance to sustain and improve the Enterprise Risk Management (ERM) and Internal Control Program (ICP). The Consultant will assist USTRANSCOM in identifying and understanding the risks associated with achieving its strategic priorities. This includes the development of the annual statement of assurance and conducting risk assessments. The Consultant will also provide expert guidance regarding OMB A-123 and GAO Green Book to enhance the USTRANSCOM internal controls program at all organizational levels. Key responsibilities include participating in the development of the annual Audit Plan and other strategic documents aimed at achieving an unmodified opinion on USTRANSCOM's Audited Financial Statements. The Consultant will assist in creating an ERM framework and organizational risk profile that identifies financial, IT, and operational risks related to USTRANSCOM's mission and programs, supporting audit efforts and prioritizing remediation actions. Additionally, the Consultant will review current ERM procedures, perform gap analyses against relevant standards, and advise on the current and future scoping of risk assessments. The Consultant will also assess entity-level controls and fraud risk, develop and execute test plans ensuring compliance with OMB Circular A-123, and assist in identifying weaknesses in financial and operational controls while recommending corrective actions. Regular staff assistance visits (SAVs) will be conducted to evaluate the effectiveness and efficiency of management policies, systems, procedures, and controls. The Consultant will monitor USTRANSCOM directorate performance and ensure prompt correction of material weaknesses and compliance with program requirements.

Responsibilities

  • Provide support and guidance to sustain and improve the ERM and Internal Control Program (ICP).
  • Assist USTRANSCOM in identifying and understanding risks associated with strategic priorities.
  • Develop the annual statement of assurance and conduct risk assessments.
  • Provide expert guidance regarding OMB A-123 and GAO Green Book for internal controls.
  • Participate in the development of the annual Audit Plan and strategic documents for achieving an unmodified opinion on financial statements.
  • Assist in developing an ERM framework and organizational risk profile identifying financial, IT, and operational risks.
  • Review and provide recommendations for process improvement in preventing fraud, waste, and abuse of Government resources.
  • Perform gap analysis of current ERM procedures against relevant standards.
  • Assess entity-level controls and fraud risk.
  • Develop and execute test plans ensuring compliance with OMB Circular A-123.
  • Conduct internal reviews and evaluations of management policies, systems, procedures, and controls.
  • Monitor USTRANSCOM directorate performance and ensure compliance with program requirements.

Requirements

  • Active Secret security clearance.
  • Bachelor's Degree in a related field.
  • 0-3 years of experience in a related position, preferably supporting DoD agencies.
  • Ability to report to Scott AFB at least 3 days/week.

  • Experience with GRC Archer/LINK software.
