About the position

The ERM Analyst III is a key member of the Enterprise Risk Management (ERM) team at the Federal Home Loan Bank of Pittsburgh. This position involves continuous interaction with various business units across the Bank, focusing on leading the Bank's operating incident review, records management, and insurance programs. The analyst will conduct comprehensive Bankwide risk assessments and prepare detailed risk reports for presentation to the Bank's Operational Risk Management Committee. In this role, the analyst will lead the operating incident program, engaging with business units to discuss control breakdowns, determine root causes and impacts, and make recommendations for risk mitigation. The analyst will present findings to a Bankwide working group and the Operational Risk Management Committee, ensuring that all incidents are thoroughly reviewed and addressed. Additionally, the analyst will oversee the records management and insurance programs, ensuring compliance with regulatory guidance and collaborating with third-party providers to maintain adequate insurance coverage for the Bank. The analyst will also assist in the completion of the Bankwide risk and control self-assessment process, preparing and presenting reports to management. This includes leading discussions on complex risks and making informed judgments on inherent, magnitude, and residual risks. Providing high-quality service to internal customers is essential, as the analyst will proactively assess information and understand the needs of various business units, offering guidance on risk-related tasks. Furthermore, the analyst will provide an independent second-line challenge to business units, offering critical insights into their conclusions and effectively communicating these to executives, including the Chief Risk Officer (CRO) and the Operational Risk Management Committee. The role requires effective communication with FHFA personnel regarding regulatory requests related to operating incidents, records management, and risk assessments, ensuring that all information is accurate and timely. Written reports will be included in Board of Director packages, including those for the Operating Risk Committee and Enterprise Risk Management Committee. The analyst may also participate in other relevant ERM duties as assigned, including assisting the CRO in the quarterly SOX certification process.

Responsibilities

  • Lead the operating incident program for the Bank, discussing control breakdowns with business units, determining root causes and impacts, and making recommendations for risk mitigation.

  • Assist with the completion of the Bankwide risk and control self-assessment process, preparing and presenting reports to management.
  • Provide high-quality service to the Bank's internal customers by proactively assessing information and understanding business unit needs.
  • Offer independent second-line challenge to business units, providing critical insights and communicating conclusions to executives and the Bank's CRO.
  • Effectively communicate with FHFA personnel on regulatory requests related to operating incidents, records management, and risk assessments.
  • Document facts and conclusions on various risk processes, including risk assessments and operating incidents, for communication with Executive Committee members.
  • Participate in other relevant ERM duties as assigned, including assisting the CRO in the quarterly SOX certification process.

Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field; MBA or related degree is a plus.
  • Five or more years of experience in the financial services industry, focusing on evaluating risks and internal controls, preferably in risk management or Internal Audit.
  • Experience in conducting and/or preparing risk assessments.
  • Extensive experience working in a team environment with a strong customer service orientation.
  • Proficient in using various computer programs, particularly GRC software.
  • Proven analytical skills and excellent communication skills, both verbal and written.
  • Attention to detail and demonstrated proficiency in Microsoft Office Suite, especially Excel and Word.

Nice-to-haves

  • Candidates with a minimum of three years' experience may be considered for a junior level analyst role.
