About the position

The Enterprise Service Portfolio Manager will oversee the NORAD-NORTHCOM (N&NC) IT Enterprise Services (NITES) Service Portfolio, ensuring alignment with strategic objectives and resource capabilities. This role is essential for managing service requests, developing new services, and maintaining service catalogs to support mission success for the Combatant Command.

Responsibilities

  • Manage and maintain the Service Portfolio to ensure alignment with N&NC's strategic objectives and resource capabilities.
  • Oversee Requirements and Service Catalog Management, defining, managing, verifying, and validating new or existing IT requirements.
  • Document and develop new services while identifying and assessing impacts on existing services based on service improvement recommendations, customer requests, and technical lifecycle requirements.
  • Interact directly with N&NC staff, J66 portfolio managers, NITES projects teams and NITES managers to review projects and assess impacts on service transitions and IT operations.
  • Categorize service requests as standard or non-standard upon submission and facilitate the Non-Standard Request Analysis Report (NSAR) process for non-standard requests.
  • Provide requestors with written status updates on non-standard requests, detailing current status and estimated timelines for progression, ensuring reports are not automated or system-generated.
  • Communicate the disposition of new and existing non-standard service requests to requestors and government service owners as needed.
  • Schedule, coordinate, and produce a Service Package (SP) for each government-approved non-standard request.
  • Develop, implement, and maintain Service Catalogs (software, hardware, services) that provide both customer and technical views.
  • Monitor and report on availability and capacity for all offerings in the Service Catalog, ensuring performance thresholds are defined, monitored, and acted upon when exceeded.

Requirements

  • Bachelor's degree in Information Technology, Business Administration, or a related field. Advanced degree preferred.
  • Minimum of 5 years of experience in service portfolio management, IT service management, or related fields.
  • Strong understanding of service management frameworks and best practices.
