About the position

The Enterprise Systems Analyst position at the City of St. Charles involves providing implementation, operation, technical, and development support for the city's enterprise software applications. The role requires collaboration with internal and external stakeholders to ensure the effective functioning of various systems, including ERP and utility billing applications. The analyst will also be responsible for troubleshooting, maintaining data integrity, and exceeding customer expectations through exceptional service.

Responsibilities

  • Provide application support for the City’s Enterprise Resource Planning (ERP), Utility Billing, enterprise content management, websites, and collaboration platforms.
  • Troubleshoot and resolve incidents in on-premise and cloud environments.
  • Develop business process models, write use cases, and design, develop, test, and implement workflows and system integrations using an Integration Platform as a Service (iPaaS).
  • Maintain application user access and data integrity by reporting to the City’s database sources and writing database queries.
  • Assemble data from disparate sources for analysis and reporting, ensuring compliance with business continuity, disaster recovery, and security plans.
  • Manage multiple concurrent technology projects as a project manager or team participant.
  • Exceed customer expectations with a commitment to excellent customer service.

Requirements

  • Bachelor’s degree in computer science or related field.
  • Experience with application development, implementation, user support, data integrity, and security.
  • Experience applying vendor application and environment patches.
  • Experience in the use and administration of Content Management Systems, Customer Information Systems, Financials, Procurement, Human Resources, Payroll, and other local government applications.
  • Knowledge and ability to implement commercial off-the-shelf software applications including testing, training, and functioning as a technical liaison between external service providers and customers.
  • Strong analytical and problem-solving skills with the ability to maintain confidentiality.
  • Strong written and verbal communication skills to provide exceptional customer service to a variety of stakeholders.
  • Intermediate skills programming in .Net, Visual Basic, and Python, as well as data analytics and business intelligence.
  • Intermediate skills related to web server technologies such as Microsoft IIS and integration technologies such as web services and APIs.
  • Skilled in MS Office applications such as MS Word, Excel, SharePoint, PowerPoint, etc.
  • Knowledge of standard project management practices strongly preferred.
  • Must be organized and detail-oriented.
  • Information Technology Infrastructure Library (ITIL) Foundations certification or obtain within one year of hire.
