About the position

The Environment Analyst in Planning and Permitting at TC Energy plays a crucial role in managing environmental permitting and compliance for various projects within the US Natural Gas Business Unit. This position involves overseeing environmental project management, ensuring compliance with federal and state regulations, and collaborating with internal and external stakeholders to facilitate successful project execution.

Responsibilities

  • Serve as the environmental project manager for FERC regulated projects related to natural gas pipelines and storage.
  • Manage environmental permitting activities and compliance measures from project concept to completion.
  • Execute projects on-time and on-budget, measuring success through established project scorecards and schedules.
  • Organize and monitor the progress of environmental work assignments for multiple concurrent projects.
  • Communicate and negotiate permit conditions with federal, state, and local agencies effectively.
  • Participate in project planning and identify regulatory requirements for successful project completion.
  • Collaborate with internal teams, contractors, and external agencies and stakeholders.
  • Coordinate and conduct monitoring and field investigations to support permit applications and ensure compliance with existing permits.
  • Oversee environmental and cultural resource surveys, report preparation, and other environmental permitting tasks.
  • Partner with construction personnel to achieve compliance goals and meet regulatory requirements.
  • Plan strategies for maintaining environmental compliance based on insights from prior experiences and agency feedback.
  • Manage post-construction monitoring activities, including permit close-out and settlement agreements.

Requirements

  • Bachelor's Degree in environmental science, environmental engineering, natural resource management, or related fields.
  • Comprehensive knowledge of environmental laws and regulations, including NEPA, NGA, ESA, CWA, and NHPA.
  • 5-7 years of experience in managing environmental planning and permitting for transmission pipelines and storage facilities.

Nice-to-haves

  • Experience with FERC application development and related federal and state permitting processes.
  • Experience solving complex regulatory and compliance issues for major pipeline infrastructure projects.
  • Expertise in assessing environmental regulatory initiatives and developing strategies to address them.
  • Experience working with non-governmental organizations.
