About the position

The Environmental Analyst III - Remedial Project Manager (RPM) at the Massachusetts Department of Environmental Protection (MassDEP) is responsible for overseeing complex site assessment and remediation projects at federal Superfund and Department of Defense sites. This role ensures compliance with federal and state laws and regulations while managing long-term remedy operations and monitoring programs. The EA III will collaborate with various stakeholders, review technical documents, and represent MassDEP's interests in environmental cleanup efforts.

Responsibilities

  • Serve as RPM and/or assistant RPM for multiple Massachusetts Federal Sites.
  • Review and evaluate work plans, sampling plans, and quality assurance project plans (QAPPs).
  • Review and evaluate environmental data and data submittals for compliance with stated objectives and CERCLA requirements.
  • Review and evaluate technical reports including CERCLA Remedial Investigation (RI), Human Health Risk Assessment (HHRA), and Feasibility Study (FS) Reports.
  • Review and evaluate legal documents such as Notices of Activity and Use Limitations and Superfund State Contracts.
  • Perform limited field oversight of investigation and remedial response activities at federal sites.
  • Prepare written comments to convey findings of document reviews and oversight activities.
  • Provide verbal comments during meetings with internal and external project teams and stakeholders.
  • Work with MassDEP attorneys to identify applicable or relevant and appropriate requirements (ARARs).
  • Collaborate with internal and external project stakeholders to ensure appropriate remedial actions are conducted.
  • Assist in procurement of contractors for remedial action operation, maintenance, and monitoring.
  • Direct and provide oversight of MassDEP contractors for site investigations and evaluations.

Requirements

  • Bachelor's degree in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology, or public health.
  • At least four years of full-time, or equivalent part-time, technical or professional experience in environmental science or related fields.
  • At least two years of professional capacity experience in the field.
  • Experience in contractor management and oversight processes.

Nice-to-haves

  • Five years of work experience in the assessment of complex disposal sites.
  • Experience in waste site cleanup activities such as site investigation and characterization.
  • Knowledge of environmental science principles related to contaminated site assessment and remediation.
  • Familiarity with State or Federal waste site cleanup laws and regulations.
