About the position

AECOM is seeking an EMMA Manager to be based in Madison, WI, with the option for remote work. This position is integral to the Program Delivery group within the California High-Speed Rail Authority's Office of Program Delivery, Environmental Services Branch. The EMMA Manager will report directly to the Deputy Assistant Environmental Services Manager and will be responsible for overseeing the Authority's proprietary environmental compliance database management application, known as EMMA. This application is crucial for coding environmental commitments and serving as a repository for compliance documentation related to construction activities spanning 171 miles. The ideal candidate will possess a strong passion for data management and a commitment to optimizing the use of data in environmental documentation, reporting, and auditing processes. The EMMA Manager will analyze and input the Authority's environmental commitments as outlined in the Mitigation, Monitoring, and Reporting Plan, as well as regulatory permits, into EMMA. This role will also involve supporting compliance implementation, documentation, and reporting for various project sections currently under construction. Additionally, the EMMA Manager will be responsible for managing a team working within the EMMA compliance space, developing and administering regular training sessions for environmental and builder teams, and collaborating with various stakeholders across the high-speed rail program.

Responsibilities

  • Review and evaluate compliance documentation submitted under environmental laws and regulations including NEPA, CEQA, and permits and approvals under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish & Game Code.
  • Interact with regulatory agency staff to answer routine construction compliance questions.
  • Assist with document control in SharePoint and other applications.
  • Assist with construction-phase compliance reporting.
  • Assist with database enhancement design and implementation.
  • Demonstrated ability to work with database management applications.
  • Familiarity with major state and federal environmental laws including CEQA, NEPA, Clean Water Act, endangered species acts, Porter-Cologne, lake/streambed alteration agreements.
  • Experience working on large, complex environmental compliance programs.
  • Knowledge of or experience using SQL.
  • Responsible for coding environmental commitments from environmental and permit approval documents into EMMA.
  • Oversee and approve compliance documentation.
  • Prepare reports in EMMA to identify gaps and document mitigation compliance.
  • Coordinate with HSR IT and GIS.
  • Conduct audits.

Requirements

  • BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education.
  • 5+ years of experience managing a database management program (preferred).
  • Self-starter, must be able to take initiative and work well independently.
