About the position

AECOM is seeking an EMMA Manager to be based in Milwaukee, WI, with the option for remote work. This position is crucial for managing the Authority's proprietary environmental compliance database management application, known as EMMA. The EMMA Manager will work under the general direction of the Program Delivery Support (PDS) Assistant and Deputy Assistant Environmental Services Managers, as well as the Director of Environmental Services for the California High-Speed Rail Authority. The role involves overseeing the coding of environmental commitments and maintaining a repository for environmental compliance documentation related to construction activities across 171 miles of the high-speed rail project. The ideal candidate will have a strong passion for data management and a commitment to optimizing the use of data in environmental documentation, reporting, and auditing. Responsibilities include analyzing and entering environmental commitments as documented in the Mitigation, Monitoring, and Reporting Plan and regulatory permits into EMMA. The EMMA Manager will also support compliance implementation, documentation, and reporting for project sections currently under construction. This role requires interaction with various stakeholders across the high-speed rail program and the management of team members working in the EMMA compliance space. In addition to managing the database, the EMMA Manager will be responsible for conducting regular training sessions for environmental and builder teams, ensuring that all parties are well-versed in compliance requirements and the use of the EMMA application. The position also involves reviewing and evaluating compliance documentation submitted under various environmental laws and regulations, including NEPA, CEQA, and the Clean Water Act, among others. The EMMA Manager will coordinate with IT and GIS teams, conduct audits, and prepare reports to identify compliance gaps and document mitigation efforts.

Responsibilities

  • Manage the Authority's environmental compliance database management application, EMMA.
  • Analyze and enter environmental commitments into EMMA from the Mitigation, Monitoring, and Reporting Plan and regulatory permits.
  • Support compliance implementation, documentation, and reporting for construction projects.
  • Review and evaluate compliance documentation under environmental laws and regulations such as NEPA and CEQA.
  • Interact with regulatory agency staff to address construction compliance questions.
  • Assist with document control in SharePoint and other applications.
  • Assist with construction-phase compliance reporting and database enhancement design.
  • Oversee and approve compliance documentation and prepare reports in EMMA to identify gaps in compliance.
  • Coordinate with HSR IT and GIS teams and conduct audits.

Requirements

  • BA/BS degree with 10 years of relevant experience or equivalent experience/education.
  • Demonstrated ability to work with database management applications.
  • Familiarity with major state and federal environmental laws including CEQA, NEPA, and the Clean Water Act.
  • Experience working on large, complex environmental compliance programs.
  • Knowledge of or experience using SQL.
