About the position

AECOM is seeking an EMMA Manager to be based in Madison, WI, with the option for remote work. This position is crucial for managing the Authority's proprietary Environmental Mitigation Management Application (EMMA), which serves as a database for environmental compliance documentation related to construction activities across 171 miles. The EMMA Manager will work under the guidance of the Program Delivery Support (PDS) Assistant and Deputy Assistant Environmental Services Managers, reporting directly to the Deputy Assistant Environmental Services Manager. The role requires a strong passion for data management and optimization, particularly in the context of environmental documentation, reporting, and auditing. The EMMA Manager will be responsible for analyzing and entering environmental commitments as outlined in the Mitigation, Monitoring, and Reporting Plan and regulatory permits into EMMA, ensuring compliance implementation, documentation, and reporting for ongoing construction projects. In addition to database management, the EMMA Manager will oversee a team working within the environmental compliance space, develop and conduct training sessions for environmental and builder teams, and interact with various stakeholders across the high-speed rail program. The position demands a thorough understanding of environmental laws and regulations, as well as experience in managing large, complex environmental compliance programs. The ideal candidate will also possess knowledge of SQL and demonstrate the ability to prepare compliance reports, conduct audits, and coordinate with IT and GIS teams to enhance database functionality.

Responsibilities

  • Review and evaluate compliance documentation submitted under environmental laws and regulations including NEPA, CEQA, and permits and approvals under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish & Game Code.
  • Interact with regulatory agency staff to answer routine construction compliance questions.
  • Assist with document control in SharePoint and other applications.
  • Assist with construction-phase compliance reporting.
  • Assist with database enhancement design and implementation.
  • Demonstrated ability to work with database management applications.
  • Familiarity with major state and federal environmental laws including CEQA, NEPA, Clean Water Act, endangered species acts, Porter-Cologne, lake/streambed alteration agreements.
  • Experience working on large, complex environmental compliance programs.
  • Knowledge of or experience using SQL.
  • Responsible for coding environmental commitments from environmental and permit approval documents into EMMA.
  • Oversee and approve compliance documentation.
  • Prepare reports in EMMA to identify gaps and document mitigation compliance.
  • Coordinate with HSR IT and GIS.
  • Conduct audits.

Requirements

  • BA/BS degree with 10 years of relevant experience or demonstrated equivalency of experience and/or education.
  • 5+ years of experience managing a database management program (preferred).
  • Self-starter with the ability to take initiative and work independently.
