About the position

The Environmental Compliance Director or Manager at Toho Water Authority is responsible for leading and managing comprehensive water and wastewater compliance programs. This role focuses on ensuring adherence to federal, state, and local regulations while fostering a culture of environmental stewardship. The ideal candidate will be a forward-thinking leader with a passion for environmental sustainability, capable of developing impactful strategies and building strong relationships within the community and industry.

Responsibilities

  • Develop and implement environmental compliance strategies, programs, and policies to ensure adherence to federal, state, and local regulations.
  • Oversee compliance monitoring, reporting, and recordkeeping requirements, ensuring timely and accurate submissions to regulatory agencies.
  • Lead the investigation and resolution of environmental compliance issues, including non-compliance events and permit violations, and develop corrective action plans as necessary.
  • Work closely with operations, engineering, and maintenance departments to support permit compliance and proactively develop roadmaps to meet regulatory requirements.
  • Provide recommendations and comments on proposed rulemaking, draft permits, and draft ordinances.
  • Oversee the development of guidance documents, plans, and procedures to address changes to regulatory rules.
  • Lead and participate in various cross-departmental teams to develop and deliver specialized projects and resolve complex issues.
  • Prepare and submit utilities compliance reports and documents related to sanitary sewer overflows and public notifications.
  • Assist the Legal team with environmental tasks by researching background information and ensuring compliance with approved permits.
  • Prepare and manage the Environmental Department budget and seek out efficiency opportunities.

Requirements

  • Bachelor's degree or higher in technical science, environmental science, or a related field.
  • Minimum of 8 years of experience in water utility operations and compliance monitoring functions.
  • 5 years of supervisory experience leading teams, projects, and programs.
  • Ability to possess and maintain a valid State of Florida Class E Driver's License.
  • Strong knowledge of federal, state, and local regulations impacting the utility industry.

Nice-to-haves

  • Demonstrated success in implementing EPA and FDEP rules and regulations for water and wastewater treatment facilities.
  • Experience with environmental permitting related to utility projects and initiatives.
  • Strong knowledge of Florida Administrative Code.
  • Experience with strategic initiatives for process improvement.
