Environmental Control Officers (ECO's) enforce the provisions of industrial wastewater discharge permits, City of Fresno's ordinances, and applicable rules and regulations to ensure compliance with a variety of local, state, and federal requirements. Incumbents ensure Publicly Owned Treatment Works (POTW) compliance, monitor, and enforce Industrial Pretreatment Program (IPP) requirements, review wastewater discharge permit applications, conduct and perform all types of sampling and field testing, perform sewer billing activities, and maintain monitoring and sampling equipment. In addition, ECO's participate in the development and revision of City ordinances, programs, and policies. Incumbents will also identify, inspect, and evaluate new industries for IPP applicability, conduct inspections, investigate instances of non-compliance, and issue notices of violations. ECO's may be required to work in the field with various sampling equipment, during various shifts, including weekends or holidays. Incumbents establish and maintain accurate records; read, understand, and interpret blueprints and mechanical construction and piping schematics; enforce and apply environmental inspection policies; apply critical thinking skills.
