About the position

The Environmental Engineer I/II at Windstream Communications is responsible for ensuring compliance with environmental and historical preservation regulations. This role involves understanding and providing guidance on various federal and state environmental laws, managing third-party environmental firms, and assisting with compliance projects for federally funded initiatives. The engineer will work closely with multiple departments to address environmental and historical issues in project planning and execution.

Responsibilities

  • Understand the National Environmental Policy ACT (NEPA) and provide guidance on its application.
  • Provide guidance related to federal environmental regulations including the Clean Water Act and Endangered Species Act.
  • Manage third-party environmental firms to ensure compliance with regulations.
  • Handle and process Federal Special Use Permits for various federal lands.
  • Assist with Environmental and Historical Compliance Projects for federally funded projects.
  • Advise Planning, Engineering, and Construction Departments on design changes needed for compliance.
  • Obtain cost estimates and issue purchase orders for environmental work.
  • Determine FAA filing requirements for towers and handle Antenna Structure Registrations.

Requirements

  • A college degree in Engineering or a related discipline and/or 2+ years of technical experience.
  • At least 3 years' experience with NEPA for Wireless and Broadband Projects.
  • At least 3 years' experience with federal and state environmental rules and regulations.
  • At least 1 year of experience managing third-party firms.
  • At least 2 years of experience with Federal Special Use Permit Requests.
  • Working knowledge of various environmental databases and sources.

Nice-to-haves

  • Understanding of NTIA's RED Book regarding Spectrum Rules and Regulations.
  • Understanding of FAA rules governing obstruction and requirements for marking and lighting.
  • Familiarity with the NOTAM Process and CBRS Spectrum requirements.
