About the position

The Environmental Engineer I/II at Windstream Communications is responsible for ensuring compliance with environmental and historical preservation regulations. This role involves understanding and providing guidance on various federal and state environmental laws, managing third-party environmental firms, and advising internal departments on necessary design changes for compliance. The engineer will also handle federal special use permits and assist with environmental compliance projects for federally funded initiatives.

Responsibilities

  • Understand the National Environmental Policy ACT (NEPA) and answer internal and external questions regarding this ACT.
  • Provide guidance related to Federal Rules and Regulations governing Environmental and Historical Issues.
  • Manage third-party Environmental Firms to ensure compliance with rules and regulations.
  • Handle and process Federal Special Use Permits and answer related questions.
  • Assist with Environmental and Historical Compliance Projects for federally funded projects.
  • Advise Planning, Engineering, and Construction Departments on design changes needed for compliance.
  • Obtain cost estimates and issue POs for work to be done.
  • Become knowledgeable on FAA rules and regulations and determine necessary filings.
  • Handle Antenna Structure Registrations (ASR) associated with towers.
  • Work with and provide guidance to various internal departments.

Requirements

  • A college degree in Engineering or similar discipline and/or 2+ years technical experience.
  • At least 3 years' experience with NEPA for both Wireless and Broadband Projects.
  • At least 3 years' experience working with Environmental and Historical Rules Governing Federal and State Projects.
  • At least 1 year managing third-party firms.
  • At least 2 years working through Federal Special Use Permit Requests.
  • Working knowledge of various environmental databases and sources.
  • Knowledge in using TCNS, OE/AAA website, FCC ASR web site, and other relevant tools.
  • Ability to communicate with Federal and State Agencies regarding NEPA reviews.

Nice-to-haves

  • Understanding of NTIA's RED Book dealing with Spectrum Rules and Regulations.
  • Understanding of FAA rules governing Obstruction.
  • Understanding of FAA requirements concerning Marking, Lighting and Alarming.
  • Understanding of the NOTAM Process.
  • Understanding of CBRS Spectrum requirements and rules.
