About the position

The Environmental Oversight Technician will work on large-scale electric transmission construction projects, focusing on environmental compliance related to site development and linear transmission line construction. This field position requires an energetic professional who enjoys outdoor work and values independence. The role involves ensuring safety and compliance with environmental regulations while providing quality service to clients.

Responsibilities

  • Provide Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects.
  • Conduct environmental oversight and compliance inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
  • Perform erosion and sediment, stormwater management, and pollution prevention inspections for applicable construction projects.
  • Interpret complex plans and drawings.
  • Attend pre-construction meetings, constructability meetings, and status meetings as directed.
  • Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control, and soil disturbance.
  • Manage and oversee site development crews.
  • Provide oversight to sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
  • Monitor and report to Project Management on the status of construction units estimated and actuals billed to date of project.
  • Document pre- and post-work field conditions to ensure compliance with permits and environmental regulations.
  • Observe that wetlands & sensitive areas' identification are in place and that the vegetation management crews are aware of them prior to entering such areas.
  • Assist in developing recommendations on future R-O-W maintenance requirements.
  • Communicate daily with the utility client, contractors, landowners, and the general public.

Requirements

  • Associate or bachelor's degree in environmental science, Construction Management, Building Science, or a related field.
  • 1-5 years' experience in Site Development work, permitting utility construction.
  • Solid understanding of the National Pollutant Discharge Elimination Service (NPDES), Construction Generic Permit (CGP), and Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections.
  • Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI, or a similar competency program to conduct routine compliance inspections in Florida.
  • Desire to work outdoors in various weather conditions and terrain.
  • Strong public relation skills and ability to interface with the public.
  • Willingness to work alone.
  • Basic computer skills.
  • Valid driver's license.

Nice-to-haves

  • Substantial background in Electric Transmission Construction, Pipeline, Utility field.
  • Stormwater Pollution Prevention Plan (SWPPP) book knowledge.
  • Previous construction crew oversight experience.
  • GIS Experience.
  • Strong knowledge of ANSI Z133 safety standards.
  • Military background is a plus.
  • Bi-Lingual speaking (English and Spanish) is a plus.
