About the position

The Environmental Oversight Technician will work on large-scale electric transmission construction projects, focusing on environmental compliance and oversight. This field position requires a candidate who enjoys outdoor work and can operate independently while ensuring adherence to environmental regulations and safety standards. The role involves engaging with various stakeholders, including utility clients and contractors, to promote a culture of safety and excellence in environmental practices.

Responsibilities

  • Provide Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects.
  • Conduct inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
  • Perform erosion and sediment, stormwater management, and pollution prevention inspections for applicable construction projects.
  • Interpret complex plans and drawings related to construction projects.
  • Attend pre-construction meetings, constructability meetings, and status meetings as directed.
  • Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control, and soil disturbance.
  • Manage and oversee site development crews and provide oversight to sediment and erosion control contractors.
  • Monitor and report to Project Management on the status of construction units and billing.
  • Document pre- and post-work field conditions to ensure compliance with permits and environmental regulations.
  • Observe wetlands and sensitive areas, ensuring identification is in place before entering such areas.
  • Assist in developing recommendations on future Right-of-Way maintenance requirements.
  • Communicate daily with utility clients, contractors, landowners, and the general public to maintain good public relations.

Requirements

  • Associate or bachelor's degree in environmental science, Construction Management, Building Science, or a related field.
  • 1-5 years' experience in Site Development work and permitting utility construction.
  • Solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction Generic Permit (CGP) and SWPPP implementation and inspections.
  • Completion of a Stormwater, Erosion Control Inspector Training Program, CESSWI, or a similar competency program for routine compliance inspections in Indiana.
  • Desire to work outdoors in various weather conditions and terrains.
  • Strong public relation skills and ability to interface with the public.
  • Willingness to work alone and basic computer skills.
  • Valid driver's license.

Nice-to-haves

  • Background in Electric Transmission Construction, Pipeline, or Utility field.
  • Knowledge of Stormwater Pollution Prevention Plan (SWPPP).
  • Previous construction crew oversight experience.
  • GIS Experience.
  • Strong knowledge of ANSI Z133 safety standards.
  • Military background is a plus.
  • Bi-Lingual speaking (English and Spanish) is a plus.
