About the position

The Environmental Program Manager position in the City of Alexandria's Department of Transportation & Environmental Services (T&ES) is responsible for leading and managing a variety of environmental programs. This role involves addressing complex environmental issues such as noise control, contaminated land remediation, and air quality management. The manager will supervise a team of environmental professionals and work on the implementation of the City's Environmental Action Plan, while also engaging with the community and representing the City on regional environmental committees.

Responsibilities

  • Leads and works with a small team of environmental professionals on various environmental topics including sustainability and resiliency.
  • Administers and enforces the City's Noise Control program, managing daily activities and supervising noise inspectors.
  • Conducts on-site noise investigations and issues noise variance permits in response to resident complaints.
  • Reviews Phase I and Phase II Environmental Site Assessments and manages the investigation and remediation of contaminated sites.
  • Reviews development plans for environmental impacts and participates in developing conditions for special use permits.
  • Supervises staff to the City's Environmental Policy Commission, providing policy recommendations.
  • Conducts investigations into air pollution complaints and assists in resolving issues.
  • Implements and tracks the City's Environmental Action Plan.
  • Participates in public education and community outreach on environmental issues.
  • Represents the City government on regional environmental committees.

Requirements

  • Bachelor's degree in Environmental Science or Engineering or equivalent.
  • At least five years of professional experience in the environmental field.
  • Three years of experience in managing environmental resources across different disciplines in a public or private setting.
  • Strong commitment to serving diverse populations and proficiency in implementing successful sustainability programs.

Nice-to-haves

  • Master's degree in environmental science or engineering or similar field.
  • One year of supervisory experience.
  • Three years of experience collecting and analyzing environmental data.
