About the position

The Project Delivery Manager in TxDOT's Environmental Affairs Division is responsible for overseeing National Environmental Policy Act (NEPA) requirements for transportation projects across Texas. This role involves providing technical expertise, coordinating with various stakeholders, and ensuring compliance with environmental regulations to minimize impacts on the environment. The position requires a strong understanding of state and federal environmental laws and the ability to manage complex projects effectively.

Responsibilities

  • Serve as a project leader for complex environmental projects requiring coordination and planning.
  • Evaluate environmental impacts of transportation activities including noise, air and water quality, wetlands, and hazardous materials.
  • Prepare and approve complex correspondence, reports, and environmental assessments to ensure compliance with environmental laws.
  • Consult and coordinate with district project managers, planners, engineers, and environmental staff to minimize environmental impacts.
  • Engage with regulatory agencies, special interest groups, and the public regarding environmental projects.
  • Monitor and research environmental technical studies, laws, and regulations to develop and implement policies and guidelines.
  • Present information on environmental programs and projects at public meetings and conferences.
  • Assist with addressing questions during the review of proposed guidance and policy documents.
  • Develop and review consultant qualifications and related documents for environmental studies.
  • Ensure the effectiveness of environmental programs for the assigned area.

Requirements

  • Bachelor's Degree in environmental science or a closely related discipline.
  • Minimum of 3 years of relevant experience for Environmental Project Planner II or 5 years for Environmental Project Planner III.
  • Experience in environmental planning, project management, or related fields may substitute for education on a year-for-year basis.

Nice-to-haves

  • Experience with NEPA processes and environmental assessments.
  • Familiarity with state and federal environmental regulations.
  • Strong communication and presentation skills.
