About the position

The Environmental Review Project Coordinator - Planner Principal State position at the Minnesota Pollution Control Agency (MPCA) is responsible for managing environmental review processes under the Minnesota Environmental Policy Act (MEPA). This role involves preparing Environmental Assessment Worksheets (EAWs) and Environmental Impact Statements (EISs), coordinating technical staff teams, and advising on environmental review requirements. The position plays a critical role in ensuring compliance with environmental regulations and represents the MPCA in various communications with stakeholders.

Responsibilities

  • Act as the Environmental Review Project Manager for the preparation of Environmental Assessment Worksheets (EAWs) and Environmental Impact Statements (EISs).
  • Coordinate activities of technical staff teams responsible for reviewing EAWs, EIS, and permit applications.
  • Advise MPCA staff and other agencies on environmental review requirements for various projects.
  • Represent the MPCA in meetings and communications with project proposers, the public, and governmental officials.

Requirements

  • Two years of advanced professional experience in environmental protection/pollution control planning and administration.
  • Strong analytical, research, organizational, project development, and communication skills.
  • Project management skills to manage multiple concurrent activities and coordinate the work of others.
  • Ability to plan, organize, collaborate, and direct work under tight deadlines and competing priorities.
  • Familiarity with quantitative analysis methods and computer-based data analysis tools.
  • Ability to review and evaluate technical documents.
  • Strong writing and public speaking skills for diverse audiences.
  • Possess a valid Driver's license.

Nice-to-haves

  • Bachelor's degree or higher in environmental sciences, environmental planning, biology, chemistry, engineering, political sciences, public administration, business, or a related field.
  • Experience administering Environmental Assessment Worksheets (EAWs) and/or Environmental Impact Statements (EIS).
  • Experience calculating greenhouse gas emissions and assessing climate impacts.
  • Knowledge of climate adaptation, resiliency, and mitigation strategies.
  • Regulatory experience with MEPA and EQB rules.
  • Experience with MPCA environmental review categories such as air pollution facilities and wastewater facilities.
  • Community engagement experience.
  • Experience leading interdisciplinary teams and building relationships with stakeholders.
  • Ability to use Geographic Information Systems (GIS) data and maps.
