About the position

The Environmental Review Project Coordinator - Planner Principal State position at the Minnesota Pollution Control Agency (MPCA) is responsible for managing environmental review processes under the Minnesota Environmental Policy Act (MEPA). This role involves preparing Environmental Assessment Worksheets (EAWs) and Environmental Impact Statements (EISs), coordinating technical staff teams, and advising on environmental review requirements for various projects. The position plays a critical role in ensuring compliance with environmental regulations and represents the MPCA in communications with stakeholders.

Responsibilities

  • Act as the Environmental Review Project Manager for the preparation of Environmental Assessment Worksheets (EAWs) and Environmental Impact Statements (EISs).
  • Coordinate activities of technical staff teams responsible for reviewing EAWs, EIS, and permit applications.
  • Advise MPCA staff and other agencies on environmental review requirements for various projects.
  • Represent the MPCA in meetings and communications with project proposers, the public, and governmental officials.

Requirements

  • Two years of advanced professional experience in environmental protection or pollution control.
  • Strong analytical, research, organizational, project development, and communication skills.
  • Project management skills to manage multiple concurrent activities and coordinate the work of others.
  • Ability to plan, organize, and direct the work of others under tight deadlines.
  • Familiarity with quantitative analysis methods and data analysis tools.
  • Ability to review and evaluate technical documents.
  • Strong writing and public speaking skills.

Nice-to-haves

  • Bachelor's degree or higher in environmental sciences, environmental planning, biology, chemistry, engineering, political sciences, public administration, business, or a related field.
  • Experience administering Environmental Assessment Worksheets (EAWs) and Environmental Impact Statements (EISs).
  • Experience calculating greenhouse gas emissions and assessing climate impacts.
  • Knowledge of climate adaptation and mitigation strategies.
  • Regulatory experience with MEPA and EQB rules.
  • Community engagement experience.
  • Experience leading interdisciplinary teams and building relationships with stakeholders.
  • Ability to use Geographic Information Systems (GIS) data.
