About the position

The Equal Employment Specialist position within the Department of Commerce's Office of Inclusion and Civil Rights focuses on developing and implementing Equal Employment Opportunity (EEO) initiatives and programs. The role involves providing expert guidance on EEO activities, analyzing employment barriers, and presenting training programs to enhance diversity and inclusion within the National Oceanic and Atmospheric Administration (NOAA).

Responsibilities

  • Design, develop, and implement comprehensive metrics and reports for NOAA senior leadership and the Equal Employment Opportunity Commission (EEOC).
  • Develop and issue annual reports and accomplishments to the EEOC for NOAA.
  • Create affirmative employment plans and identify initiatives to eliminate employment barriers for NOAA.
  • Provide expert advisory services, guidance, and counseling on EEO activities and complaints.
  • Evaluate the EEO program and assess the feasibility and impact of plans, policies, and decisions.
  • Direct and coordinate organizations focused on female and minority recruitment programs.
  • Manage and advise on special emphasis programs for staff and line offices.
  • Present EEO training and orientation programs for senior leaders, supervisors, and employees throughout NOAA.
  • Collaborate with other offices to coordinate cross-organizational programs.
  • Conduct complex studies and surveys to identify triggers and barriers affecting minority group skills.

Requirements

  • U.S. Citizenship is required.
  • One year of specialized experience equivalent to the next lower grade level in the Federal Service.
  • Experience in developing or implementing EEO or affirmative employment initiatives.
  • Experience advising or counseling on equal employment complaint activities.
  • Experience providing advice or training to managers or colleagues on EEO or affirmative employment programs and policies.

Nice-to-haves

  • Experience in statistical analysis and reporting.
  • Knowledge of federal employment laws and regulations.
