About the position

The ERSEA and Community Partnerships Specialist plays a crucial role in the Early Head Start (EHS) program, operating under the supervision of the Early Head Start Program Services Coordinator. This position is primarily responsible for managing the Enrollment, Recruitment, Selection, Eligibility, and Attendance (ERSEA) functions, ensuring compliance with all regulations as outlined in the Early Head Start Performance Standards. The specialist will engage with the community to maximize program enrollment by actively recruiting eligible families and guiding applicants through the enrollment process. In this role, the specialist will be the primary contact for families, establishing and nurturing relationships to ensure their needs are met. This includes acting as an intermediary between families and various service providers, ensuring that families receive integrated services. The specialist will monitor and track enrollment levels to maintain full enrollment in the program, filling any vacancies within 30 calendar days. Additionally, the specialist will create and oversee an outreach and recruitment plan, conducting community outreach activities to build and maintain partnerships with referral sources, other Head Start programs, and community providers. Collaboration with the Disabilities Specialist is essential to recruit children with disabilities and maintain relationships with regional centers. The specialist will also work with the Program Director to develop selection criteria and rank enrollment applications to prioritize service delivery. The position requires a proactive approach to community engagement and the ability to work effectively with diverse populations, ensuring that the program meets its enrollment goals while providing necessary support to families.

Responsibilities

  • Manage the ECI Enrollment, Recruitment, Selection, Eligibility, and Attendance functions for the Early Head Start program.
  • Establish relationships with families to ensure their needs are met, acting as the primary contact for integrated services.
  • Monitor and track enrollment levels to ensure the program is fully enrolled at all times, filling vacancies within 30 calendar days.
  • Build and maintain relationships with referral sources, other Head Start programs, and community providers.
  • Create and oversee outreach and recruitment plans, conducting community outreach activities.
  • Create and maintain community partnerships through formal and informal agreements (MOUs).
  • Work with the Disabilities Specialist to recruit children with disabilities and maintain relationships with regional centers.
  • Develop selection criteria in conjunction with the Program Director and rank enrollment applications to prioritize service delivery.
  • Engage with program parents to recruit families and track their engagement.

Requirements

  • Bachelor's degree in child development, social work, psychology, or equivalent education and experience.
  • Minimum of two years of administrative or customer service management experience with low-income, diverse populations and/or state subsidized programs.
  • Experience in data collection and information processes and systems.
  • Effective community organization and group facilitation skills.
  • Knowledge of the target population and community resources.
  • Ability to train diverse staff.
  • Effective oral and written communication skills.
  • Bilingual English/Spanish proficiency required.
  • Proficient in Microsoft Office and other database software(s) used to track service delivery.
