About the position

The ERSEA Manager at Friends of Children & Families, Inc. is responsible for overseeing the Enrollment, Recruitment, Selection, Eligibility, and Attendance (ERSEA) services for the Head Start and Early Head Start programs. This role involves managing staff, ensuring compliance with Head Start Performance Standards, and developing policies and procedures to enhance program effectiveness. The manager will also evaluate data related to enrollment and recruitment, maintain full enrollment, and collaborate with other managers to ensure integrated program operations.

Responsibilities

  • Directly hire, supervise, and ensure accountability of the ERSEA staff.
  • Provide clear and consistent ERSEA training and technical assistance to staff, Policy Council, and Board of Directors.
  • Develop and implement policies, reports, and procedures necessary for ERSEA services and Head Start Performance Standards.
  • Evaluate Attendance, Participation, Enrollment, and Recruitment Services data and prepare reports for FOCAF Executive Director and leadership team.
  • Use Community Assessment, Income Guidelines, and Head Start Program Performance Standards to develop Eligibility Criteria and present to leadership for approval.
  • Ensure full enrollment and maintain a waitlist for both Early Head Start and Head Start programs by overseeing recruitment and marketing activities.
  • Oversee the administration of slot allocations and reassignments to maintain full enrollment in accordance with Head Start Performance Standards.
  • Monitor verification of income and eligibility qualifications of children and families.
  • Input and verify participant data and numerical information into program database.
  • Monitor over income and disability percentages to meet Performance Standard expectations.
  • Oversee processing of applications for accuracy and timeliness.
  • Continuously monitor all ERSEA functions.
  • Collaborate with other managers to ensure integrated program operations and address problems jointly.
  • Represent the organization in community groups related to the program area with regular attendance.
  • Keep supervisor and designated others informed about work progress.
  • Prioritize and adjust to changing demands of the position.
  • Handle and adapt to stressful situations.
  • Demonstrate commitment to professional development and continuous growth by seeking training opportunities.
  • Engage with supervisor and co-workers on constructive feedback.

Requirements

  • Preferred BA/BS in Public Administration, Social Work, Human Services, or a related field.
  • A minimum of two (2) years' experience in a service-related position such as community services, social work, family practice, or related field.
  • Recent experience in supervision & leadership strongly preferred.
  • Must pass an enhanced criminal background check that meets required state, federal, and FOCAF Head Start standards.
  • Must pass a drug test and submit to random drug and/or alcohol testing.
  • Must pass a physical screening and TB test.
