About the position

The Estimation Specialist at AECOM is responsible for developing accurate cost estimates for the California High-Speed Rail Authority's Office of Program Delivery. This role involves collaboration with various stakeholders to gather and analyze data, supporting estimates from the planning conceptual level to final design and construction. The specialist will also review contractor change order estimates and claims, providing independent cost estimates for reconciliation, and will develop policies and procedures for programmatic cost estimating to ensure consistency and accuracy across all projects.

Responsibilities

  • Develop all capital cost estimates for planning conceptual level to final design and construction cost estimates.
  • Facilitate the development of information used to create cost estimates with internal and external stakeholders.
  • Support the development of bi-annual Programmatic Business Plan capital cost estimates, Program Baselines, and Project Update Reports.
  • Review Contractor change order estimates/claims and prepare independent cost estimates for reconciliation.
  • Develop policies and procedures for programmatic cost estimating.

Requirements

  • Bachelor's degree in a relevant field (e.g., Civil Engineering, Construction Science/Management) with 8 years of relevant experience or equivalent education/experience.
  • 10+ years of estimating experience preferred.
  • 6+ years in civil construction experience.
  • Understanding of design and civil construction disciplines used in rail construction and transit infrastructure work.
  • Proficiency in Microsoft Excel, Word, Outlook, and cost management software.
  • Experience with database-driven estimating software and large program work.
  • Skilled in estimating, change order analysis, negotiation, and delivering presentations to clients and stakeholders.
  • Effective communication skills across disciplines for scope gathering, estimating, and schedule development.
  • Proficient in reading blueprints, generating quantities, and creating estimate plans.

Nice-to-haves

  • Certified cost estimator or engineer preferred.
  • Experience in a schedule-driven program environment.
