About the position

The Ethics Specialist position is a critical role within the Health Resources and Services Administration (HRSA), specifically in the Office of Operations, Division of Workforce Relations. The specialist will serve as an ethics advisor, ensuring that operational and fiscal activities align with HRSA's mission and objectives. This role involves liaising with various offices and committees, interpreting and applying federal ethics laws, and developing training and policies related to ethics.

Responsibilities

  • Researching, interpreting, analyzing, and applying laws, rules, regulations, policies, and procedures involving federal government ethics matters.
  • Reviewing financial disclosure reports for accuracy, timeliness, and potential conflicts of interest.
  • Communicating with various contacts to obtain information, investigate matters, and explain ethics-related laws and procedures.
  • Developing, conducting, and publishing ethics training sessions and briefings on various ethics-related topics.
  • Assisting in developing and recommending policies and procedures related to complex ethics topics for HRSA.

Requirements

  • One full year of specialized experience comparable to the GS-11 level in the federal service, including interpreting and applying federal ethics rules and laws.
  • Experience coordinating and analyzing federal public and confidential financial disclosure reports based on ethics rules.

Nice-to-haves

  • Knowledge of federal ethics statutes, regulations, policies, and procedures.
  • Experience in conducting ethics training and developing related materials.
