About the position

The Executive Director of Administration and Chief of Staff (EDACOS) at Oregon State University is a full-time leadership role within the University Information Technology (UIT) department. Reporting directly to the Vice Provost and Chief Information Officer (CIO), the EDACOS is responsible for strategic planning, talent management, and operational effectiveness within UIT. This position requires a dynamic leader who can manage a significant budget, develop key performance indicators, and foster collaborative relationships across the university. The EDACOS plays a crucial role in advancing the CIO's agenda and ensuring that IT strategies align with the university's goals, while also promoting diversity, equity, and inclusion within the organization.

Responsibilities

  • Provide leadership for the Office of the CIO, overseeing strategic planning and the IT roadmap.
  • Manage daily, mid-term, and long-term activities to support the CIO's agenda.
  • Develop and maintain relationships with stakeholders to advance UIT priorities and initiatives.
  • Oversee the management of the UIT budget, ensuring effective financial planning and resource allocation.
  • Establish key performance indicators and develop executive-level reports to drive data-informed decision making.
  • Lead talent development and management initiatives within UIT, focusing on workforce optimization and skills growth.
  • Collaborate with University HR and IT leaders to redefine the IT workforce landscape in response to digital transformation.

Requirements

  • A bachelor's degree in a relevant area or at least 5 years of equivalent knowledge and skills developed through professional experience.
  • At least 5 years of progressive leadership experience in IT management, strategic planning, and/or talent management.
  • Proven experience in developing and executing strategic plans and IT roadmaps.
  • Experience in workforce management, including talent planning and development.
  • Demonstrated experience in budget development and financial planning.
  • Strong background in stakeholder engagement and collaboration across departments.
  • Experience working in higher education at a senior level.
  • Strong leadership and team management skills, with the ability to mentor and guide staff.
  • Exceptional communication and interpersonal skills.

Nice-to-haves

  • 10 years' experience in program management, finance, or human resources.
  • Master's degree in a relevant area.
  • Talent Management or human resource certification.
  • Proficiency in developing and managing performance metrics and KPIs.
  • Strong analytical skills to evaluate the impact of AI and market competition on IT staffing models.
