About the position

The Executive Director of Human Resources (Division) is a pivotal role within the Houston Independent School District, tasked with overseeing the comprehensive management of the Division's HR functions. This position is integral to both the Human Resources and Division leadership teams, requiring a blend of independent and collaborative work to tackle challenges, devise solutions, and ensure the strategic execution of HR initiatives that align with the District's Action Plan. The Executive Director will lead a dedicated team of HR professionals, engage with key stakeholders across various functions, and guarantee the provision of high-quality HR services that support the Division's objectives aimed at fostering organizational success. This role is uniquely positioned to enhance the 'unit concept' of support for the Division, which will be evaluated through clarified responsibilities, improved processes, and real-time, data-driven outcomes. In this capacity, the Executive Director will develop strategic plans, set goals and priorities, and implement workstreams that deliver Human Resources services across the Division, directly supporting HISD's Action Plan. The role involves maintaining and strengthening relationships with Division leadership and principals through enhanced communication, transparency, and coordination. The Executive Director will oversee the operationalization of HR workstreams, ensuring that the objectives and strategies set by the Chief Human Resources Officer (CHRO) are effectively implemented. As a subject matter expert in all HR areas, the Executive Director will collaborate with specialized experts to provide guidance, coaching, and support to division leaders and principals, enabling them to fulfill their leadership responsibilities effectively. Additionally, the Executive Director will recommend policy and procedure changes, proactively address employee issues, and advise on recruitment and retention strategies. The role requires oversight of HR data reporting and interpretation, ensuring that HR initiatives are aligned with improving operational efficiency and effectiveness within the Division. Collaboration with cross-functional teams to implement central office-led initiatives and working closely with the HR Information Systems (HRIS) team to analyze and report data are also key responsibilities. The Executive Director will perform other related duties as assigned, contributing to the overall success of the Human Resources Division and the District as a whole.

Responsibilities

  • Develop strategic plans, establish goals and priorities, and implement workstreams to provide Human Resources services across the Division that directly support HISD's Action Plan.
  • Maintain and strengthen Human Resources' relationships with the Division leadership and principals through increased real-time communication, transparency, and coordination.
  • Direct the day-to-day operationalization of Human Resources' workstreams within the Division in support of needs and priorities identified by the Division leadership.
  • Serve as a general subject matter expert in all Human Resources areas, collaborating with specialized experts to provide direction, guidance, coaching, training, and support to division leaders and principals.
  • Recommend policy and procedure changes related to Human Resources issues and develop strategies to resolve conflicts.
  • Take a proactive role in identifying and responding to employee issues, collaborating with Employee Relations and Legal teams.
  • Advise division leaders on recruitment and retention strategies in collaboration with HR's Talent Acquisition and Talent Management departments.
  • Oversee reporting of Human Resources data and interpretation of data to the Division.
  • Ensure that Human Resources initiatives are focused and aligned on improving division and campus operational efficiency and effectiveness.
  • Work collaboratively with cross-functional teams to implement central office-led initiatives providing best-in-class HR expertise, support, and project management.
  • Work closely with the HRIS team to collect, analyze, and report data aligned to key performance indicators outlined in HR's scorecards.
  • Perform other related duties as assigned.

Requirements

  • Bachelor's degree from an accredited college or university in human resource management, human resource development, business administration, organizational leadership, education, or a related field.
  • 10 years of minimum experience in one or more human resource functional areas (preferably in a school setting) if holding a relevant bachelor's degree.
  • 7 years of minimum experience in one or more human resource functional areas (preferably in a school setting) if holding a non-related bachelor's degree.
  • Intermediate or advanced skills in Microsoft Word, Excel, PowerPoint, Outlook, and TEAMS.
  • Intermediate or advanced skills in HR Information Systems (HRIS), SAP (preferred), PeopleSoft, applicant tracking systems, SharePoint, databases, Google docs, and webpage creation and management.
  • PHR/SPHR, SHRM-CP/SHRM-SCP, TASBO, and/or TASB certifications preferred.
  • Familiarity with school district governance, laws, policies, and regulations.

Benefits

  • Competitive salary range of $170,000.00-$195,000.00 for the academic year 24-25.
