About the position

Under the direction of the Deputy Director of the Division of Patrol (DOP), serves as a function administrator, organizes, plans, executes, controls, and evaluates the fiscal operations of the DOP. Researches, recommends, and implements policy for the total fiscal process for the DOP. Develops and directs procedures for the operations of the Division to ensure compliance with policies. Confers with management and makes presentations on problematic issues. Prepares budget proposals and manages the cost centers for the Division. Evaluates the operation of the DOP with delegated authority of the Deputy Director's Office (DDO); reports any issues to the DDO; recommends, advises of and implements corrective action plans. Oversees the database of DOP files housing Memorandum of Understandings (MOUs), Intergovernmental Agreements (IGAs) and other related agreements and documents that bind the Illinois State Police.

Responsibilities

  • Organizes, plans, executes, controls, and evaluates the fiscal operations of the Division of Patrol (DOP)
  • Manages the cost center for the DOP Deputy Director's Office (DDO)
  • Maintains databases, using operational techniques and procedures to collect, monitor and evaluate the multiple programs of the Division of Patrol.
  • Serves as working supervisor, assigns and reviews work.
  • Acts as liaison to interpret and relay information between the Deputy Director and subordinate staff as well as other divisions, bureaus and offices within and outside of the Department.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.
  • Requires minimum four (4) years' experience with COINS/SAP enterprise resource planning software, BidBuy, Cost Center Budget Program, Illinois Procurement Gateway System and managing a cost center over $150,000.
  • Requires minimum four (4) years' experience in the development, processing, tracking and completion of multiple complex procurements simultaneously.

Nice-to-haves

  • Prefers minimum of six (6) years' experience utilizing the principles and practices of public and business administration.
  • Prefers minimum of four (4) years' experience utilizing the principles of governmental accounting, budgeting, personnel, statistics and procurement.
  • Prefers minimum of four (4) years' experience analyzing administrative problems and adopting effective courses of action.
  • Prefers minimum of four (4) years' experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  • Prefers minimum of four (4) years' experience exercising judgement and discretion in developing, implementing and interpreting departmental policies and procedures.
  • Prefers minimum of four (4) years' experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.
  • Prefers minimum of four (4) years' experience developing and maintaining cooperative working relationships.
