About the position

The Experienced Contracts Administrator at Serco Inc. is responsible for managing the entire life-cycle of contracts, from pre-award through closeout, in a fast-paced and customer-oriented environment. This role supports the U.S. Navy team as a prime contractor, providing professional support services and engineering expertise. The administrator will collaborate with various internal and external stakeholders to ensure successful contract performance and compliance with all terms and conditions.

Responsibilities

  • Serve as a focal point for communication with Serco's Business Operations, Finance, Contracts, Legal, and business team members for resolution of contract matters and disputes.
  • Understand the business being conducted, the financial/analytical issues, and profit and loss implications.
  • Support proposal activity through preparation of NDA, TA, and the analysis of contract structure, to include pricing of proposals.
  • Price proposals and adhere to the guidance in the Cost Estimating Systems Manual for assembling compliant pricing files.
  • Perform risk analyses on RFP content and provide guidance to the proposal team.
  • Develop negotiation strategy and lead negotiation team for contractual issues.
  • Work with different contract types (firm-fixed price, time and materials, cost-reimbursable, etc.).
  • Review and manage contractual obligations of the company to ensure that all terms and conditions are met.
  • Manage the data in the contracts database for assigned contracts.
  • Identify changes to contract requirements and costs and lead recovery through change proposals.
  • Analyze significant and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, corporate policies, business unit procedure, and communicate results to team members.
  • Assist in identification, development, and implementation of new contract policy and processes.
  • Submit, when applicable, requests for equitable adjustment.
  • Manage special projects when assigned.

Requirements

  • United States Citizenship is required
  • A Bachelor's or Master's degree in business or related field
  • Minimum 8 years of relevant contracting or subcontracting experience
  • Strong analytical, organizational, problem solving, communication skills (both oral and written), and good follow through abilities
  • Excellent oral and written communication skills
  • Ability to research, analyze, and understand new issues
  • Experience with MS Excel (will be expected to price proposals)
  • Knowledge of Non-Disclosure Agreements and standard Teaming Agreements
  • Basic Knowledge of Contracting fundamentals and possess general understanding of federal, state, and industry regulations
  • Possess analytical and technical skills required to understand business practices and recommend proper automation opportunities

Nice-to-haves

  • Experience with Federal Acquisition Regulations (FAR)
  • Experience with contracts for design and construction of new vessels or repair of vessels
  • Demonstrated small team leadership skills
  • Professional certification through NCMA or a college
