About the position

If you love engaging with high profile and challenging executive administration supporting the U.S. Department of Defense, Serco has a great opportunity for you! As the RSF Program Manager with Serco, you will provide support to the Office of the Assistant Secretary of Defense for Sustainment, Deputy Assistant Secretary of Defense for Product Support within their newly created Regional Sustainment Framework office located in the Pentagon. The organization's mission is to provides oversight of program sustainment, affordability, and life cycle logistics for major weapon systems acquisition to ensure sustainability and supportability integration early in the acquisition process.

Responsibilities

  • Create and maintain a regional sustainment framework for platforms, services, and locations that address the 'what,' 'how,' and 'where' aspects comprehensively.
  • Support and update the RSF Implementation Guidance.
  • Manage a DASD PS RSF schedule, track the status of tasks, activities, and initiatives, that integrates with the resource allocation and management plan.
  • Develop and maintain a Plan of Action and Milestones (POAM) for enterprise wide (DoD, Government, Allies and partners) RSF implementation activities.
  • Prepare briefings, reports, information papers, and other forms of communication to inform senior leadership, allies and partners, and other DoD stakeholders on RSF operational readiness and implementation.
  • Document stakeholder inputs and priorities from Combatant Commands, Military Services, Defense Agencies, Joint Staff, Department of State (DoS), Department of Commerce (DoC), and allies and partners (as applicable) to develop requirement priorities via exercises, data collection efforts, and staffing activities.
  • Assist in developing strategic messaging and communication plans to support RSF planning and implementation with stakeholders and industry.
  • Prepare talking points and background information papers to support senior leader engagements with DoD stakeholders and allies and partners.
  • Participate in and represent DASD PS in the various RSF related meetings and forums with stakeholders.
  • Support the scaling of piloted MRO solutions in allies and partner nations to have a broader impact across the RSF ecosystem while promoting the creation of best practices for unique solutions that can ensure consistency and quality across different agencies.
  • Engage in transition activities, technology adoption, organizational change management, and technology integration as needed.
  • Support and participate in ASD(S) Reverse Industry Day and other forums such as the Product Support Manager Workshop and the DoD Maintenance Symposium.
  • Assist with Congressional legislative matters, to include review and analysis of relevant draft and enacted Congressional bills, statutes, committee reports, etc.
  • Provide expert insight and analysis on impacts to RSF implementation.
  • Support and assist with drafting of reports, Statement of Administration Position (SAP), and similar actions for Congressional engagements.
  • Consolidate and document best practices, and lessons learned from MRO implementation efforts.
  • Incorporate the lessons learned and best practices in policy development, updates to associated guidebooks, and playbooks.
  • Support DoD academic institutions such as the Defense Acquisition University (DAU), Defense Security Cooperation University (DSCU), and other DoD academic institutions with courseware and content development related to the RSF.
  • Support DAU/DSCU webinars associated with RSF.

Requirements

  • 10+ years of relevant experience.
  • Bachelor's degree required.
  • Master's degree can be substituted for two years of experience.
  • Must have domain and expert technical knowledge and experience with international logistic sustainment support related to maintenance, repair, overhaul, and depot operations of weapons systems.
  • Must have experience with project management and interfacing with senior management.
  • Must have interpersonal skills and experience for achieving consensus with stakeholder views and interest is highly desired.
  • Must have a DoD TOP SECRET (i.e TOP SECRET eligible).
  • Must be able to obtain a Common Access Card.
  • U.S. Citizenship is required for this position.
  • Ability to travel up to 10%.
