About the position

The Expert Transportation Security Officer - Security Training Instructor position at the Department of Homeland Security, located at George Bush Intercontinental Airport (IAH), plays a crucial role in safeguarding the American way of life. This position is situated in a high-stakes environment where the primary responsibility is to secure various transportation infrastructures, including airports, seaports, railroads, highways, and public transit systems. As an Expert Transportation Security Officer (ETSO), you will not only support the airport training program but also engage in pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the Federal Security Director (FSD) or their designee, performing these duties a minimum of 20% of the time. In this role, you will act as the training course lead for various training programs, ensuring that class materials are coordinated and in place, confirming rosters, conducting evaluations, and recording results. You will be responsible for delivering training instruction within established guidelines and standards, supporting recurrent training needs, and developing or adapting local training materials to meet specific requirements. Additionally, you will assist Training Specialists in overseeing collateral duty Assistant Training Instructors (ATI) and other support staff, conducting quality assurance assessments of instructional delivery, and managing classroom dynamics to resolve any issues that arise. The position is designated as Emergency Essential (EE), meaning you are required to remain in duty status during emergencies. Employees in frontline positions must wear TSA-approved personal protective equipment (PPE) to ensure safety during the COVID-19 pandemic. This includes surgical masks, face shields, and nitrile gloves. The health and safety of employees are prioritized, and all candidates must meet specific medical and physical requirements to perform screening work effectively.

Responsibilities

  • Support the airport training program through various training-related functions.
  • Perform pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the FSD or designee.
  • Act as training course lead for training programs, ensuring materials are coordinated and evaluations are submitted.
  • Conduct training instruction within established guidelines and standards for nationally developed training courses.
  • Support recurrent training needs and conduct return to duty and remediation training.
  • Develop or adapt local training materials to meet requirements.
  • Deliver instructor development courses in support of the STI position.
  • Assist Training Specialists in providing oversight to collateral duty Assistant Training Instructors (ATI) and other support staff.
  • Conduct instructional delivery quality assurance assessments at local airports or transportation facilities.
  • Manage classroom dynamics, resolve problems, and coordinate needed support and materials.
  • Monitor and evaluate training for appropriate adjustments and recommend enhancements.
  • Provide mentoring/coaching to address identified training needs.
  • Administer and score training tests and conduct Level 3 assessments.

Requirements

  • U.S. Citizenship or U.S. National status.
  • At least 18 years of age at the time of application.
  • Completion of a favorable Background Investigation (BI).
  • Obtain and maintain a Secret level security clearance.
  • Pass pre-employment drug screening and be subject to post-employment random drug and alcohol testing.
  • Selective Service registration is required.
  • Ability to work various shifts and overtime as needed.
  • Meet and maintain medical requirements for screening work, including physical abilities assessment.

  • Experience in instructional methods to provide formal training or teach others in prescribed subjects.
