About The Position

The Export Control and Research Security Specialist II at the University of Alabama is responsible for implementing campus-wide policies and procedures related to export control and research security regulations. This role involves delivering training and guidance to faculty, staff, and students, managing the University's classified research program, and developing the Research Security Program in compliance with national security requirements. The specialist plays a crucial role in ensuring compliance with various federal regulations and serves as a point of contact for compliance inquiries, while also conducting quality assurance reviews and investigating potential violations.

Requirements

  • Bachelor's degree and four (4) years of export control compliance experience; OR master's degree and two (2) years of export control compliance experience.
  • Must be a U.S. citizen, permanent resident, asylee, or refugee, or otherwise described as a 'protected individual' according to Title 8 U.S. Code Section 1324b(a)(3)(b).
  • Must have or obtain export control certification specific to higher education industry within one (1) year.

Nice To Haves

  • Multiple years of experience with direct export control compliance and risk assurance in higher education.
  • Experience in the administration of a classified research program in accordance with NISPOM.

Responsibilities

  • Implement campus-wide policies and procedures related to export control and research security regulations.
  • Deliver ongoing training and education to faculty, staff, and students on export control and research security matters.
  • Assist in the management of the University's classified research program and facilities clearance programs.
  • Collaborate with the Executive Director to develop and implement the University's Research Security Program in response to NSPM-33 requirements.
  • Oversee compliance with Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and U.S. Department of Treasury sanctions (OFAC).
  • Support compliance with National Security Presidential Memorandum 33 (NSPM-33).
  • Serve as a point of contact for campus and external compliance inquiries.
  • Review research security conditions in sponsored research agreements and procurement agreements to ensure compliance.
  • Conduct quality assurance reviews of research security documents and processes.
  • Investigate suspected or reported violations and coordinate with stakeholders on compliance issues.
