About the position

The Contract Specialist position is located within the F-35 Joint Program Office at the Naval Air Systems Command (NAVAIR) in Arlington, VA. This role is critical in supporting the cradle-to-grave contracting requirements for the F-35 program, which encompasses the design, development, procurement, operation, and maintenance of F-35 aircraft, F135 engines, and associated equipment. The position plays a vital role in ensuring that the U.S. Air Force, U.S. Navy, U.S. Marine Corps, international partner nations, and multiple Foreign Military Sales customers receive the necessary support and resources for the F-35 program. As a Contract Specialist, you will be responsible for preparing and conducting major project contract negotiations, taking into account all relevant facts and circumstances surrounding each procurement. This includes negotiating contracts tailored to obtain the required weapons systems within the necessary timeframes. In this position, you will coordinate with various stakeholders, including NAVAIR engineering, production, statistical, legal, and logistical personnel, as well as auditors and field representatives, to determine their roles in the contract administration and negotiations. You will also serve as a liaison with Administrative Contracting Officers (ACO) and Technical representatives involved in the administration of contracts under your jurisdiction. This role requires a deep understanding of procurement functions and the ability to navigate complex contracting environments to ensure successful outcomes for the F-35 program.

Responsibilities

  • Prepare and conduct major project contract negotiations for the F-35 program.
  • Negotiate contracts tailored to obtain required weapons systems in a timely manner.
  • Coordinate with NAVAIR engineering, production, statistical, legal, and logistical personnel during contract negotiations.
  • Serve as a liaison with Administrative Contracting Officers (ACO) and Technical representatives for contract administration.
  • Assist program management in planning funding requirements for the overall program.
  • Provide advice on the timing of awards and funding obligations.
  • Request, analyze, and evaluate cost and price data for procurement decisions.
  • Negotiate and execute modifications to existing contracts.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
  • Must have at least one year of specialized experience equivalent to the GS-12/13 grade level in the Federal service or equivalent experience in the private or public sector.

Nice-to-haves

  • Certification in the Acquisition Functional Area and category assigned to the position within established timeframes.
  • Experience in planning, negotiating, and other procurement functions in connection with major systems acquisition programs.
