About the position

The Facilities Engineering Project Manager is a senior-level role focused on project management within the Onshore US Facilities Engineering team in Houston, Texas. This position requires extensive upstream experience and is responsible for the planning, execution, and coordination of projects related to Central Tank Batteries, Gas Lift Compression, and Well hookup installations. The role emphasizes strong communication and planning skills to ensure projects are completed on time and within budget while meeting safety and regulatory standards.

Responsibilities

  • Coordinate with a cross-functional team on design, layout, equipment selection, and proposed facility operations strategy.
  • Manage, track, and report on multiple simultaneous projects while meeting safety, budgetary, and schedule objectives.
  • Analyze potential process changes/improvements for Central Tank Batteries to meet production goals and zero emission objectives.
  • Apply APA Engineering and Closed Vent Study design standards to ensure compliance with company and regulatory requirements.
  • Develop strategies for addressing recurring design and operational challenges with technical, maintenance, and operational personnel.
  • Create Scope of Work (SOW), cost estimates, Design Basis Memorandum (DBM), Project Execution Plans (PEP), and Authorization of Funds Expenditure (AFE) documents for project approvals.
  • Develop construction RFQ packages in coordination with third-party engineering firms, construction foreman, and operations personnel.
  • Ensure Management of Change (MOC) approvals are identified and coordinated based on the Scope of Work.
  • Coordinate Pre-Start-up Safety Reviews (PSSR) with engineering, construction, and operations personnel.

Requirements

  • 10+ years of experience in Facilities Engineering and Project Management.
  • Experience with sizing and selection of production equipment and tank working/breathing capacity.
  • Proficiency in Microsoft Office applications.
  • Experience with modeling software programs such as Aspen Hysys, ProMax, and PipeSim.
  • Familiarity with industry codes and standards applicable to upstream Oil & Gas operations in TX & NM (e.g., ASME B31.3, B31.4, B31.8, ASME BPV code).
  • Project Management Professional (PMP) certification is desired.
  • Engineering degree in petroleum, chemical, mechanical, civil, or related fields.

Nice-to-haves

  • Experience with vapor recovery units and associated vent piping systems.
  • Previous experience with an onshore upstream operator or an EPC firm providing similar services.
