About the position

The Deputy Operations Manager at the Fred Lawrence Whipple Observatory (FLWO) plays a crucial role in overseeing the day-to-day operations and maintenance of the observatory's facilities. This position ensures the safety of staff, visitors, and scientific instruments while supporting the observatory's scientific mission. The incumbent will also serve as a technical advisor on safety issues and manage various maintenance projects, including electrical work, while acting as the Contracting Officer's Technical Representative (COTR) for assigned projects.

Responsibilities

  • Participate in the day-to-day operations of the Observatory and maintain its facilities.
  • Provide direction to administrative and skilled trades employees in the absence of the Operations Manager.
  • Plan, coordinate, estimate, and schedule routine maintenance projects and upgrades.
  • Serve as Safety Officer for SAO facilities at Mt. Hopkins and design an overall safety program.
  • Develop safety-related aspects of the annual FLWO budget request.
  • Ensure compliance with all certifications, safety, fire prevention, and security program requirements.
  • Act as the COTR for repair/renovation projects involving electrical work.
  • Lead the installation, maintenance, and repair of electrical power systems at FLWO.
  • Perform periodic onsite surveys of construction work in progress and review project plans.
  • Serve as certified water system operator for the Observatory's water distribution system.
  • Prepare and present comprehensive reports in assigned areas.

Requirements

  • One year of specialized experience equivalent to GS-11 in the federal service.
  • Experience in facilities management for a multi-use facility.
  • Experience developing and implementing a facility safety plan.
  • Certification and experience as a Contracting Officer's Technical Representative (COTR) for infrastructure maintenance or construction projects.

Nice-to-haves

  • Experience in safety program design and implementation.
  • Familiarity with compliance standards for safety and security in facilities management.
