The Facility Operations Specialist at the Armstrong Flight Research Center is responsible for overseeing all operations and maintenance activities conducted under the Facilities Operations and Maintenance Services (FOMS) contract. This role involves developing strategies to maintain the facility while adhering to budget constraints. As the Contract Officer's Representative for the FOMS contract, the specialist will monitor contractor compliance with the terms and conditions of the contract, ensuring that all work is performed to the highest standards. In addition to contract oversight, the Facility Operations Specialist will provide technical guidance and surveillance on all high voltage maintenance and repair activities. This includes performing repair closeout activities and maintaining electronic filing systems according to office protocols. The specialist will also be responsible for transferring information to stakeholders regarding real property files, operations and maintenance start-up, current configuration drawings, and contract files. Safety is a critical aspect of this role; the specialist will report observed safety hazards and potentially hazardous situations, communicating risks associated with imminent failures, planned equipment shutdowns, and utility outages. Conducting investigations into incidents and developing corrective actions for audit findings and operational incidents will also be part of the responsibilities. The specialist will utilize customer input to prioritize mission support and foster a culture of engagement, diversity, inclusiveness, excellence, and innovation, aligning with NASA's commitment to Diversity, Equity, Inclusion, and Accessibility.
