About the position

The Facility Operations Specialist position within the Department of Defense involves overseeing the management of both major and minor construction projects. This includes responsibilities such as budgeting, contract management, and the review and evaluation of bid proposals. The incumbent will engage in facility and project planning, design development, and project administration and control. A critical aspect of the role is to review and approve project documentation, plans, and specifications to ensure compliance with the defined scope, which includes scrutinizing drawings and blueprints. The specialist will collaborate with various teams to optimize interior space planning, workstation layout, vehicle access, and overall space management, as well as the repair of buildings and equipment. In this role, the incumbent will determine the initial scope of minor and recurring construction projects through effective coordination and consultation with leadership. The position requires expert knowledge of space utilization and the operational procedures of the Office of the Secretary of Defense (OSD), defense agencies, military departments, and other government and contracted organizations. As a Project Consultant, the specialist will facilitate activities to ensure the successful completion of major projects and initiatives, acting as a technical advisor who monitors overall technical operations. This includes responding to inquiries from leadership regarding proposed enhancements in space operations, maintenance management, or quality assurance. The incumbent will represent the interests of the Defense Innovation Unit (DIU) on design teams for capital and repair work, and will coordinate with facilities management staff throughout the project lifecycle—from planning and authorization to funding, procurement, design, construction, and commissioning.

Responsibilities

  • Oversee management of major and minor construction projects.
  • Manage budgeting and contract management processes.
  • Review and evaluate bid proposals and project documentation.
  • Coordinate facility and project planning and design development.
  • Approve plans and specifications for compliance with project scope.
  • Collaborate with teams on interior space planning and workstation layout.
  • Determine initial scope of construction projects through leadership consultation.
  • Serve as a Project Consultant to ensure project success.
  • Act as a technical advisor monitoring overall technical operations activity.
  • Represent DIU interests on design teams for capital and repair work.

Requirements

  • U.S. Citizenship is required.
  • Must have served 52 weeks as a NH-3 or higher grade in the Federal Service for entry at the NH-04 level.
  • At least one year of specialized experience equivalent to NH-03 level in the Federal service or comparable outside the Federal service.
  • Specialized experience includes overseeing facility-related projects and executing building space renovations.
  • Possess competencies in Attention to Detail, Customer Service, Financial Management, Policies and Practices, and Technical Competence.

Nice-to-haves

  • Experience with government contracting processes.
  • Knowledge of DoD Standards of Conduct.
  • Familiarity with financial management in a federal context.
