About the position

The Facility Operations Specialist position within the Department of the Treasury, specifically the Internal Revenue Service (IRS), is a critical role that involves maintaining daily contact with high-level executives, including the IRS Commissioner and Deputy Commissioners. This position is situated in the Facilities Management and Security Services Division, where the specialist will analyze maintenance situations that require a deep understanding of the Historic Preservation Act rules and regulations as they pertain to building maintenance. The specialist will be responsible for making procedural judgments and decisions to resolve various maintenance issues within IRS facilities. In this role, the Facility Operations Specialist will perform essential functions necessary for building management programs and commercial custodial services at IRS facilities. This includes comprehensive knowledge of commercial custodial requirements and managing the technical aspects of custodial services for specific site locations. The specialist will serve as the point of contact for predetermined technical requirements related to various facilities within the IRS, such as cafeterias, childcare centers, and public spaces. The role also involves participating in meetings with program officials, customers, and contractors to identify needs, establish guidelines, develop schedules, and respond to custodial service requests. As a member of the Award Fee Determination Board, the specialist will make technical recommendations regarding payment or non-payment of quarterly award fees and provide insights to the Contracting Officer's Representative (COR) for managing custodial contracts. This position offers career progression opportunities, allowing individuals to advance non-competitively as they gain experience and meet the necessary qualifications. For instance, a candidate may start at a GS-05 level and progress to a GS-11 level within three years, depending on performance and qualifications.

Responsibilities

  • Maintain daily contact with high-level executives including the IRS Commissioner and Deputy Commissioners.
  • Analyze maintenance situations requiring knowledge of the Historic Preservation Act rules and regulations.
  • Perform basic functions necessary for building management programs and commercial custodial services.
  • Manage technical aspects of custodial requirements for specific IRS site locations.
  • Serve as the point of contact for technical requirements related to facilities such as cafeterias and childcare centers.
  • Participate in meetings with program officials, customers, and contractors to identify needs and establish guidelines.
  • Make technical recommendations to the Award Fee Determination Board regarding custodial contracts.
  • Provide insights and recommendations to the Contracting Officer's Representative for custodial contract payments.

Requirements

  • Completion of a four-year course of study leading to a Bachelor's Degree in engineering, industrial arts, property management, business administration, or a related field.
  • One year of specialized experience equivalent to at least GS-5, managing maintenance programs for various facilities.
  • Experience conducting surveillance over construction and maintenance operations performed by private contractors.
  • Knowledge of custodial requirements and ability to manage technical aspects of custodial duties.
  • Experience in contract administration and ensuring compliance with contract conditions.

Nice-to-haves

  • Knowledge of state and local Hazardous Materials rules and regulations.
  • Familiarity with Food and Drug Administration (FDA) and local health department regulations.
  • Experience using Computerized Maintenance Management Systems (CMMS).
