About the position

The Facility Operations Specialist position at the Department of Veterans Affairs is a critical role that supports the Eugene Community Based Outpatient Clinics (CBOCs) and the Roseburg VA Health Care System (RVAHCS) campus. This position is responsible for the operations, maintenance, and repair of various architectural, structural, electrical, mechanical, and plumbing systems across multiple facilities. The specialist will work closely with owners and lessor representatives to ensure that all necessary maintenance is performed efficiently and effectively. This role requires a proactive approach to facility management, ensuring that all buildings are maintained to the highest standards and that any issues are addressed promptly. In this position, the Facility Operations Specialist will evaluate the use of facilities to optimize effectiveness and efficiency. They will determine maintenance priorities and keep management informed of all activities and developments. The specialist will also interpret technical drawings, blueprints, and specifications to plan and execute maintenance tasks, ensuring that the correct materials and methods are used. This role is essential for maintaining the integrity and functionality of the facilities, which directly impacts the quality of care provided to veterans. The work schedule for this position is full-time, Monday through Friday, from 8:00 AM to 4:30 PM. The position is permanent and offers a promotion potential up to GS-9. Candidates must be willing to relocate within a commutable distance of the duty location, as this is not a virtual position. Recruitment and relocation incentives may be authorized for highly qualified candidates.

Responsibilities

  • Partner and coordinate with owners/lessor's representatives to perform all needed maintenance.
  • Represent the organization in negotiations and interface with contracting, contractors, and other agencies.
  • Evaluate the use of facilities for optimum effectiveness and efficiency.
  • Determine the priority for the maintenance, repair, and improvement of all buildings.
  • Keep management informed at all times regarding facility operations and maintenance activities.
  • Provide consistent information according to established policies and procedures.
  • Interpret drawings, blueprints, and specifications independently to determine layout and work sequences.

Requirements

  • U.S. Citizenship is required to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • One full year of specialized experience equivalent to the GS-5 grade level in facility maintenance or management.
  • Specialized experience includes managing maintenance programs, conducting surveillance over construction and maintenance operations, and performing maintenance or construction work.
  • Substitution of education for experience is acceptable; one full year of graduate level education may qualify.
  • Combination of education and experience may also be considered.

Nice-to-haves

  • Experience in managing maintenance programs for hospitals or military installations.
  • Knowledge of construction and maintenance operations performed by private contractors.
  • Ability to estimate material and labor costs for construction or maintenance projects.
