About the position

The Facility Operations Specialist will provide comprehensive administrative and technical support for all buildings assigned to COMNAVSURFLANT. This role involves managing operations and maintenance of facilities, developing integrated management plans, and coordinating with various departments to ensure efficient facility management. The specialist will also assist in planning renovations and construction projects, prepare cost estimates, and ensure compliance with relevant laws and policies.

Responsibilities

  • Provide complex administrative and technical support functions for all CNSL buildings assigned.
  • Develop integrated management plans and project schedules for assigned projects.
  • Manage operations and maintenance of assigned buildings, grounds, physical plants, utility systems, and roadways.
  • Conduct periodic meetings to identify facility problems and facilitate work execution.
  • Assist and brief supported tenants on Public Works department organizations and related policies.
  • Provide assistance in maintaining acceptable efficiency levels for assigned programs.
  • Diagnose problems within facilities and coordinate with CNSL personnel for assistance.
  • Plan major renovations and construction projects in coordination with NAVFAC.
  • Prepare and coordinate independent government estimates and formulate operating procedures.
  • Utilize administrative and management skills to accomplish the mission.

Requirements

  • Must be a US Citizen.
  • Must have at least one year of specialized experience equivalent to the GS-11 grade level.
  • Expert knowledge of facility operations and management principles.
  • Experience in facility maintenance, infrastructure support, and construction safety principles.
  • Knowledge of Military Construction Design process and master planning processes.
  • Ability to make clear oral and written presentations to senior officials.

Nice-to-haves

  • Experience with budget planning and execution.
  • Familiarity with federal, state, and local laws related to facility management.
