About the position

The Facility Operations Specialist position at the National Archives and Records Administration (NARA), specifically at the Richard Nixon Presidential Library, is a critical role that encompasses both facility management and project management responsibilities. The incumbent will be tasked with overseeing the complete facility infrastructure and grounds, ensuring that all operations, maintenance, repairs, and upgrades are executed effectively. This position is pivotal in maintaining the integrity and functionality of the facility, which includes managing facility security operations and the maintenance program. In this role, the Facility Operations Specialist will provide strategic analysis, planning, and reporting to senior management and NARA program offices. The incumbent will serve as the Contracting Officer's Representative for facility services contracts and will also act as the Contracting Officer for small purchases. A significant aspect of the job involves developing and implementing an occupant emergency plan and safety training, ensuring that all staff and visitors are prepared for any emergencies. Additionally, the specialist will support all planned functions, exhibits, and special events, coordinating with contractors and ensuring that all logistical needs are met. The position requires full responsibility and authority for the day-to-day and long-term operational requirements of various systems within the facility, including heating, air conditioning, ventilation, elevators, electrical systems, and security. The incumbent must be proactive in identifying issues and implementing solutions to maintain the smooth operation of the facility. This role is essential for ensuring that the facility meets its operational goals and provides a safe and functional environment for all users.

Responsibilities

  • Provide strategic analysis, planning, and reporting to on-site senior management and NARA program offices.
  • Serve as the Contracting Officer's Representative for facility services contracts and as Contracting Officer for small purchases.
  • Develop and implement occupant emergency plans and safety training.
  • Support all planned functions, exhibits, and special events, including coordinating additional contractors and rentals of special items.
  • Exercise full responsibility for the day-to-day and projected long-term operational requirements for heating, air conditioning, ventilation, elevators, electrical systems, security, and other areas within the facility.

Requirements

  • One year of specialized experience at the GS-11 level or equivalent, directly related to facility operations and management.
  • Experience performing contract administrator duties, including creating and reviewing performance work statements and ensuring contract compliance.
  • Proficiency in utilizing computer systems for creating work orders, tracking assets, scheduling maintenance, and reporting.
  • Experience coordinating and managing service providers and developing solutions to operational problems.

Nice-to-haves

  • Experience in federal facility management or operations.
  • Knowledge of safety regulations and emergency response procedures.
  • Familiarity with contract management and procurement processes.
