About the position

The Facility Programmer/Engineer Tech II position at Tlingit Haida Tribal Business Corporation involves updating the Air Forces NexGen asset management database, producing reports, and performing cost estimates for capital projects. The role requires compliance with legal and regulatory requirements for various facility projects, ensuring proper documentation and funding, and managing project planning and execution.

Responsibilities

  • Assist Programmer in Civil Engineering with financial programming for facility projects.
  • Research and apply Air Force Instructions and guidelines for programming projects.
  • Monitor the approval process for converting work requests into contract projects.
  • Implement metrics to analyze systems and processes for efficiency.
  • Develop and justify capital improvement projects for USAFA facilities.
  • Perform self-inspections and prepare comprehensive reports for the Portfolio Optimization Manager.
  • Ensure facility requirements are documented, prioritized, and funded according to regulations.
  • Maintain information in the NexGen asset management database and prepare presentations for leadership.
  • Prepare initial planning cost estimates for maintenance and construction projects.
  • Manage day-to-day tasks of subordinate programmers and ensure timely completion of tasks.
  • Train team members on programming requirements and processes.
  • Coordinate financial programming actions with government counterparts.
  • Report directly to the Portfolio Optimization Manager.

Requirements

  • 2-5 years of experience in Air Force Civil Engineering or similar military services.
  • Knowledge of Civil Engineering funding processes including MILCON and O&M.
  • BS degree in Architecture or Engineering from an ABET accredited program preferred.
  • Proficiency with Microsoft Office software (Excel, Word, PowerPoint).
  • Familiarity with PACES estimating software is desired.
  • Ability to work in a professional office setting and engage collaboratively with others.
  • Strong customer service and interpersonal skills.
  • Practical knowledge of worksite safety and standard safety practices.

  • Experience with Geo-base systems.
  • Ability to work under tight time constraints in a high-volume environment.
  • Flexibility to work alternate and extended shifts as needed.
