About the position

As a Facility Security Manager at Systems Planning and Analysis, Inc. (SPA), you will play a crucial role in supporting the US Space Force's Space Systems Command (SSC), specifically within the Operational Command and Control Acquisition Delta, known as Kobayashi Maru. This program is dedicated to delivering impactful software solutions for space operations, including software for space defense, space domain awareness, and enabling data services that meet Top Secret/Sensitive Compartmented Information (SCI) and Special Access Program security levels. Your primary responsibility will be to oversee and implement the day-to-day operations and security measures at an SPA secure facility, ensuring compliance with all applicable regulations and standards. In this role, you will manage the facility's security programs, which encompass physical security, personnel security, and operational security. You will ensure the protection of classified and sensitive information is maintained at all times. Your duties will include ensuring compliance with relevant Department of Defense (DoD) regulations, executing and maintaining security plans and Standard Operating Procedures (SOPs), and conducting regular inspections and audits to identify potential vulnerabilities. You will also coordinate with on-site facility security forces, conduct training for security personnel, and manage the personnel security program, including processing security clearances for all facility users. Additionally, you will be responsible for developing and conducting security training programs for all facility personnel, maintaining records of security training, and collaborating with cybersecurity and program office stakeholders to investigate security incidents. This position requires a strong commitment to maintaining the highest security standards and ensuring that all personnel are well-informed and compliant with security protocols. You will be expected to work on-site in Colorado Springs, CO, due to the nature of the job, which requires persistent access to secure spaces and networks.

Responsibilities

  • Oversee and implement day-to-day operations and security measures at an SPA secure facility.
  • Ensure compliance with all relevant DoD regulations, including NISPOM, DoDM 5200.01, DoD 5205.07, and ICD 705.
  • Execute, enforce, develop/edit, and maintain security plans, SOPs, and Emergency Action Plans in accordance with applicable guidelines.
  • Track improvements and maintain physical security systems, including access control, intrusion detection, and surveillance systems.
  • Conduct regular inspections and audits of the facility to ensure compliance with security standards and identify potential vulnerabilities.
  • Coordinate and collaborate with on-site facility security forces, including training of security personnel.
  • Conduct training and provide guidance for the proper handling, storage, transmission, and destruction of classified information.
  • Support users in implementing policies for handling Controlled Unclassified Information (CUI).
  • Execute the personnel security program, including processing and tracking security clearances for all facility users.
  • Conduct security briefings and debriefings for personnel with access to classified information.
  • Monitor compliance with security clearance requirements and conduct initial investigations of security incidents.
  • Implement OPSEC measures to protect sensitive operations and mission-critical activities.
  • Develop and conduct security training programs for all facility personnel, including annual security awareness training.
  • Collaborate with cybersecurity and other stakeholders to investigate security incidents and implement corrective actions.
  • Report security incidents to appropriate authorities and coordinate with law enforcement as necessary.
  • Maintain accurate records of all security-related activities, including clearance documentation and incident reports.

Requirements

  • US Citizen with an active Top Secret security clearance with SCI eligibility.
  • 6 years of experience successfully managing a SCIF.
  • Bachelor's Degree in Security Management, Cybersecurity, Computer Networking, Information Technology, or related field from an accredited institution.
  • Comprehensive knowledge of NISPOM, ICD 705, DoDM 5200.01, DoD 5205.07, and government personnel security directives.
  • Recent experience managing day-to-day operations, oversight, and maintenance of a SCIF.
  • Success in obtaining and maintaining physical accreditation and network accreditation(s) of a SCIF.
  • Direct experience safeguarding classified materials.
  • Experience with performing facility inspections, assessments, and/or investigations associated with physical security.
  • Experience providing risk-managed security recommendations to Program Managers.

Nice-to-haves

  • Experience overseeing the use of Information Security (INFOSEC) systems, including cybersecurity measures.
  • Possession of a valid Information Assurance Technician Level II or Information Assurance Manager Level I certification.
