About the position

The Foster Care Homes Recruiter/Developer plays a crucial role in engaging the community and individuals to foster interest in becoming foster and adoptive families. This position is responsible for developing and implementing a comprehensive recruitment plan for foster care and adoption, which includes setting specific goals, creating a timeline, and estimating costs in collaboration with the Recruitment and/or Program Director. The recruiter will continually engage with prospective families until they receive their foster care license, ensuring they are supported throughout the process. In addition to recruitment, the role involves conducting PRIDE training for prospective resource families and managing the referral process for all interested families. The recruiter is accountable for the successful implementation of the recruitment plan and coordinates the licensing process through the Department of Family and Protective Services (DFPS). Maintaining engagement with families from the initial contact through to the completion of PRIDE training and verification is essential. The recruiter will also participate in team meetings to share relevant information regarding recruitment and resource development, and will contribute to the preparation of monthly newsletters for foster parents. The position requires the development and monitoring of corrective action plans for foster parents who may be out of compliance or need additional support. Case management services may also be provided, and the recruiter may fill in for other staff as needed. Documentation in staff, client, and foster family files must be completed in a concise and timely manner, adhering to all policies and procedures set forth by Saint Francis Ministries. The recruiter must also be knowledgeable of safety procedures and report any unusual incidents through the appropriate channels, ensuring that clients' rights are protected.

Responsibilities

  • Develop and implement a foster care and adoption recruitment plan including purpose, specific goals, plan of action with timeline, and estimated costs.
  • Engage all prospective families until foster care license is received.
  • Recruit foster and adoptive families through advertisements, contacts, speaking engagements, community activities, and/or referring agencies.
  • Participate in team meetings, sharing pertinent information regarding recruitment and resource development.
  • Conduct PRIDE training for prospective resource families.
  • Complete referral process for all prospective families.
  • Accountable for implementation of recruitment plan.
  • Coordinate licensing through DFPS.
  • Maintain family's engagement with Saint Francis from initial contact until PRIDE and verification is complete.
  • Participate in preparation of monthly foster parent newsletters.
  • Develop and monitor corrective action and partnership development plan with foster parents when they are out of compliance or need growth in specific areas.
  • Provide case management services and fill in for other staff as needed.
  • Complete written documentation in staff, client, and foster family files in a concise and timely manner.
  • Implement Saint Francis Ministries policies and follow directives as required.
  • Follow and adhere to all pertinent Saint Francis Ministries Standard Operating Procedures (SOP's), rules, personnel policies and procedures; related accreditation and licensure standards; and federal, state and local rules, statutes, regulations, and contractual terms.
  • Report unusual incidents through appropriate Risk Management, clinical and safety channels.
  • Ensure clients' rights are protected.

Requirements

  • Minimum of 2 years of experience working in child welfare direct service.
  • Bachelor's degree in human services field from an accredited college or university.
  • PRIDE leader preferred.
  • Must be 21 years of age.
  • Must pass a drug screen, MVR, Criminal History and DFPS History Check, Centralized Background Check Unit Texas Health and Human Services Eligibility and any background checks deemed to be necessary.
  • FBI Fingerprint Check.
  • Lifting requirements 50 lbs.
  • Must have a valid driver's license, acceptable driving and reliable transportation.

Nice-to-haves

  • Prefer a minimum of 40 hours in-service education per year.
