About the position

The Human Resource Analyst/HR position is a highly responsible role within the Florida Department of Corrections, specifically located at the Central Office in the Office of Administration. The incumbent will serve as a subject matter expert in retirement and benefits, assisting the Senior Personnel Manager in formulating policies and procedures, and performing operational duties related to personnel programs. This role involves training peers, drafting correspondence, and ensuring compliance with state and federal laws regarding benefits administration and retirement processes.

Responsibilities

  • Assist the Senior Personnel Manager by serving as a subject matter expert for retirement and benefits.
  • Formulate policies and procedures for areas of responsibility.
  • Perform operational and technical duties for personnel programs such as benefits administration and retirement.
  • Serve as the lead in the absence of the Senior Personnel Manager and provide training to peers.
  • Prepare updates to procedures pertaining to Human Resources Administration.
  • Interpret policies, procedures, and rules related to benefits and retirement.
  • Draft memorandums and correspondence related to benefits and retirement.
  • Coordinate with various departments to ensure accurate processing of retirement and benefit changes.
  • Review and process retirement variance invoices and corrections in the People First system.
  • Develop quality control measures for the Benefits/Retirement Section.
  • Assist with the resolution of employee issues related to retirement and benefits.
  • Provide guidance to employees regarding retirement plans and benefits.
  • Develop training materials and provide training on retirement and benefits.
  • Assist management with correspondence and coordination of programs with insurance companies and state agencies.
  • Set up payroll deductions and complete leave audits for employees entering DROP.
  • Respond to inquiries regarding benefits and retirement.

Requirements

  • High School Diploma or its equivalent.
  • Four (4) years of professional Human Resources/Personnel experience.
  • Experience processing payroll related to retirement and benefits using the People First system.
  • Experience processing retirement invoices.
  • Experience vouchering state contributions and processing requests for employee/agency refunds for health/life insurance premiums.
