About the position

The FDC Operations Review Specialist position is a critical role within the Department of Corrections, specifically located at the Central Office in Tallahassee, Florida. This position is part of the Office of Administration's Bureau of Contract Management and Monitoring. The primary focus of this role is to ensure compliance and efficiency in the management of contracts related to institutional and community corrections. The specialist will participate in the development and review of solicitation documents, evaluate operational and contract monitoring reports, and provide recommendations for corrective actions in areas of non-compliance. In addition to contract management, the Operations Review Specialist will provide operational assistance to staff, helping to improve decision-making processes and enhance overall efficiency. This includes approving or disapproving expenditure requests through the MyFloridaMarketPlace system and managing any changes to contracts through amendments and change orders. The specialist will also be responsible for reviewing proposed changes in laws and regulations, assessing their impact on assigned program areas, and advising management on necessary adjustments to contracts, procedures, and policies. The role requires a proactive approach to handling inmate grievances related to operations and contract issues, as well as the ability to monitor contractor performance and ensure compliance with contract requirements. The specialist will conduct meetings with contractors and program areas, verify receipt of deliverables, and manage the contract budget to ensure sufficient funds are available throughout the contract term. This position is essential for maintaining the integrity and effectiveness of the Department's operational practices.

Responsibilities

  • Participate in the solicitation development and review of contract documents.
  • Review and evaluate operational and contract monitoring reports for identified areas of non-compliance and make recommendations to management on corrective action needed for assigned program area(s).
  • Provide operational assistance to institutional and community corrections staff for assigned program area(s) and make recommendations to management for improving decision making to ensure enhanced efficiency.
  • Approve/disapprove expenditure requests through the MyFloridaMarketPlace (MFMP) system for assigned program area(s).
  • Manage and document any changes to the contract through the amendment and change order process authorized by the terms of the Contract.
  • Review proposed changes in laws and regulations to determine impact on assigned program areas and provide recommendations to management on any changes needed to the Department's contracts, procedures, and policies.
  • Review and respond to informal and formal inmate grievances relating to operations and contract related issues for assigned program area(s).
  • Exercise applicable remedies such as requesting a Corrective Action Plan, reducing the invoice, assessing financial consequences, or terminating the Contract as appropriate, when a contractor's performance is deficient.
  • Verify receipt of deliverables from the Contractor for assigned contract(s).
  • Monitor Contractor progress and performance of assigned contract(s) to ensure procured products (deliverables) and services conform to the contract requirements; keep timely records of findings.
  • Conduct meetings, both video and in person, with Contractors and program areas as needed.
  • Review, verify, and approve invoices received from the Contractor for assigned contract(s).
  • Monitor the contract budget/process invoices to ensure sufficient funds are available throughout the term of the contract.

Requirements

  • Must possess a Florida Certified Contract Manager Certificate or be able to obtain the certification within six months.
  • Must have a High School diploma and at least five years of contract/grant management experience, OR an Associate of Arts or Associate of Science with at least two years of contract/grant management experience, OR a bachelor's degree or higher from an accredited college or university and a minimum of six months of contract/grant management experience.
  • Must be proficient in Microsoft Word, Excel, and Outlook applications.
