About the position

The FDC-Operations Review Specialist position is a critical role within the Department of Corrections, specifically located at the Central Office in Tallahassee, Florida. This position is responsible for developing and implementing procurement strategies that align with Florida Statutes 287 and 255, as well as Florida Administrative Code Rule 60D. The specialist will collaborate closely with various stakeholders within the Department to understand their project needs, timelines, and specifications, ensuring that procurement processes are efficient and compliant with all relevant regulations. In this role, the specialist will conduct thorough market research and analysis to identify potential vendors and suppliers, estimate project costs, and evaluate the feasibility and cost-effectiveness of different procurement methods. The position involves preparing and managing formal solicitation documents, coordinating the solicitation process, and assisting in contract negotiations. The specialist will also be responsible for maintaining accurate records of procurement transactions, contracts, and vendor performance, providing necessary documentation for audits and reviews, and establishing strong relationships with vendors to ensure quality and reliability. The ideal candidate will possess strong analytical and problem-solving skills, excellent communication and negotiation abilities, and a keen attention to detail. They will be expected to manage multiple competing priorities effectively and provide exceptional customer service to both internal and external stakeholders. Knowledge of the State of Florida's purchasing rules and regulations is essential, as is proficiency in Microsoft Office applications and other relevant procurement tools.

Responsibilities

  • Develop procurement strategies aligned with Florida Statutes 287 and 255 and Florida Administrative Code Rule 60D.
  • Collaborate with Department stakeholders to understand project needs, timelines, and specifications.
  • Conduct market research and analysis to identify potential vendors and suppliers and estimate project costs.
  • Research available procurement methods and vehicles for allowability, feasibility, and cost effectiveness.
  • Prepare and manage approvals of formal solicitation documents, ensuring compliance with statutory requirements and Department policies.
  • Coordinate the solicitation process, including advertisement, travel to site visits, solicitation opening, evaluation of vendor responses based on predefined criteria, and recommending award.
  • Assist in contract negotiations and draft/manage approvals of contract documents, ensuring compliance with statutory requirements and Departmental policies.
  • Assist in the resolution of contract disputes as necessary.
  • Ensure all procurement activities comply with Florida Statutes and other relevant regulations.
  • Maintain accurate records of procurement transactions, contracts, and vendor performance.
  • Provide documentation and support for audits and reviews as required.
  • Establish and maintain relationships with vendors, conducting evaluations and assessments to ensure quality and reliability.
  • Resolve vendor-related issues and disputes in a timely and professional manner.

Requirements

  • Bachelor's degree or high school diploma and a minimum of three (3) years' experience in public procurement.
  • Knowledge of the State of Florida purchasing rules and regulations, procedures, techniques, and practices relating to Chapter 287 and Chapter 255, Florida Statutes.
  • Proficiency in desktop applications including Microsoft Word, Excel, Outlook, MyFloridaMarketPlace (MFMP), and the Vendor Information Portal (VIP).
  • Strong analytical and problem-solving skills.
  • Excellent communication and negotiation abilities.
  • Attention to detail and ability to effectively manage multiple competing priorities.

Nice-to-haves

  • Certifications in public procurement including but not limited to Certified Professional Public Buyer (CPPB), Florida Certified Contract Manager (FCCM), and Florida Certified Contract Negotiator (FCCN).
  • Familiarity with project management principles and Project Management Professional (PMP) certification.
