About the position

The FDC-Operations Review Specialist (On-Site Contract Monitor) position is responsible for overseeing the operations of the Blackwater River Correctional Facility in Milton, Florida. This role involves monitoring compliance with operational contracts, ACA standards, and Florida Department of Corrections policies. The specialist will conduct regular inspections, prepare performance reports, and maintain effective communication with facility staff and the Department of Corrections. The position requires independent work, strong leadership skills, and the ability to adapt to new correctional methodologies.

Responsibilities

  • Serve as the Contract Monitor for the Bureau of Private Prison Monitoring at the Blackwater River Correctional Facility.
  • Develop a thorough understanding of the Vendor's Operational Contract, ACA standards, and relevant Florida regulations.
  • Work independently and communicate effectively with facility staff and Department of Corrections personnel.
  • Establish and maintain effective working relationships with staff at the facility and the Department of Corrections.
  • Draft monthly contract performance indicator (CPI) and accountability reports on facility activities, noting deficiencies and positive practices.
  • Conduct follow-ups on deficiencies to ensure compliance and report corrections made.
  • Design and maintain a schedule for routine visits to observe facility operations, including at least one night and one weekend visit per month.
  • Travel to other PPM prisons for monitoring assistance as needed.
  • Coordinate weekly meetings with the warden or designee to discuss monitoring observations and concerns.
  • Record deficiencies and make recommendations regarding vendor requested waivers of ACA Standards and FAC rules.

Requirements

  • At least two years of adult correctional or law enforcement experience.
  • Ability to travel to provide monitoring assistance at other PPM prisons.
  • Knowledge of Department of Corrections rules, policies, and procedures.
  • Experience with Microsoft Office applications (Word, Excel, PowerPoint).
  • Ability to conduct independent fact-finding research and report findings objectively.
