About the position

The Federal/Bond Finance Analyst position at the Minnesota Department of Transportation involves conducting budget and financial analysis for federal and bond funds. The role includes reviewing and processing budget journal entries, tracking bonding obligations, and supporting the federal funds reimbursement process. The analyst will ensure sufficient legislative budget authority for spending, conduct financial analyses, and provide financial expertise to agency personnel. This position offers flexibility with telework options and is critical in improving the financial management of state resources.

Responsibilities

  • Conduct budget and financial analysis for federal and bond funds.
  • Review and process budget journal entries.
  • Track bonding obligations and federal funds.
  • Support the federal funds reimbursement process.
  • Ensure sufficient legislative budget authority for spending.
  • Conduct financial analyses and reporting to monitor appropriation balances.
  • Advise agency personnel on financial procedures.
  • Coordinate fiscal year closing requirements related to federal and bond funds.

Requirements

  • Two years of advanced professional accounting, budgeting, or financial experience.
  • Experience managing a program/project budget.
  • Financial analysis experience monitoring and evaluating compliance.
  • Experience collecting, retrieving, and manipulating data and generating reports.

Nice-to-haves

  • Experience with federal and/or bond-funded budgets.
  • Experience using the Statewide Integrated Financial Tool (SWIFT).
  • Experience with Contract Agreements Auditing Tracking System (CAATS).
  • Comprehensive experience using Microsoft Office applications.
